Permit authority may let an activity start even if an appeal has been filed, if there is a justified reason and the appeal is not made pointless, and if the applicant provides acceptable security for restoring the environment. The state supervisory authority and the municipal environmental authority may charge fees for specified inspections, supervision, and related administrative handling. Fees charged to microenterprises must be reasonable.
