If the person examining a marriage impediment thinks Finnish law applies, section 2 is applied to the information a betrothed must provide. A civil marriage officiated by an authorized officiant must take place at home or another suitable place, at a time agreed by the officiant and the engaged couple. The Digital and Population Data Services Agency sets the form templates and issues rules on how the forms and templates are used. The Ministry for Foreign Affairs and the Ministry of Education and Culture must notify the Digital and Population Data Services Agency when they grant or revoke marriage licences, and the notice must include the information required for the marriage-licence register.
