Lag om ändring av lagen om utsläppshandel

A business operator must promptly return excess emission allowances, and the Energy Authority must recover them if no return or set-off agreement exists. Recovery actions are barred after ten years. If zero emissions are reported for liquid biofuels or biomass fuels, sustainability criteria must be met and shown.
