This section says the Act applies to the provision and content of healthcare arranged by wellbeing services counties, the City of Helsinki, and the HUS consortium, unless another law says otherwise. The provision defines “primary care” and says that, in joint social and health services or when both kinds of service are needed, the rules on health care according to medical need and social services according to support needs apply. The welfare area and municipal authorities must work together to improve living conditions to support mental health and prevent mental disorders. A welfare area must arrange mental health services for its residents, and regional state administrative agencies must hold regional coordination meetings every year. A welfare area must arrange substance abuse and addiction care for its residents, and opioid-dependent patients may receive opioid medicines for detoxification or substitution treatment.
