About this statute

These public authorities and public bodies must prepare so they can continue carrying out their duties as well as possible during exceptional circumstances. Certain public authorities, transport operators, companies and associations can be granted a permit to use liquid fuel, by the Ministry of Transport or the fuel unit at the ELY Centre. During specified emergency conditions, the Government may by ordinance allow welfare areas, welfare joint authorities, and municipalities to deviate from certain healthcare, social welfare, public health, and childcare duties. Under emergency conditions, the Council of State may limit an employer’s right to dismiss, and it may also set detailed rules on dismissal rights and notice periods. The terms of an employment-duty relationship are set by a collective agreement that binds the employer; if no such agreement exists, the labor-duty worker must be paid a reasonable wage for the assigned tasks.
