Celia is the agency responsible for library services for people with visual impairments or other reading disabilities and for expert tasks related to accessible publishing. Biblioteket must provide library services, maintain collections, support users, and manage related internal organs. Library customers do not pay fees for the library’s mediation, lending, and guidance services. Biblioteket får utfärda användningsregler som kunderna ska följa.
