Lagen gäller inte för vissa posttjänster och liknande tjänster, med några uttryckliga undantag och villkor för brevförsändelser. This section defines terms used in the Act, including recipient, newspaper, morning distribution, morning distribution network, and a support-eligible area. Postföretag must notify Transport- och kommunikationsverket before starting postal operations and keep the notice updated. The universal service provider must inform households about collection and delivery days, and keep that information on its website. Senders may drop off universal-service letters at a collection point within a reasonable distance from home. Exceptions may be made if delivery or collection is blocked by certain obstacles. The universal service provider may make an exception to the collection and delivery frequency for hard-to-reach archipelago households, but those households must still be served at least weekly.
