This section defines key terms used in the law, including end consumer, electricity company, electricity sales contract, dynamic-price supply contract, and electricity billing. A final consumer may be entitled to electricity price compensation if electricity is delivered directly through a distribution network and the contract is identified by personal ID, with an extra rule for consumers; sanctioned final consumers are excluded. Electricity compensation is calculated for each end consumer’s operating site based on actual electricity use in November–December 2022 and January 2023, with a 90 euro monthly deductible, a 700 euro monthly cap, a 250,000 euro total cap per person, and no payment for months below 5 euro. Elbolaget must pay electricity price compensation to entitled end consumers, normally through the electricity bill, and state it on the bill.
