Chapter 1 contains general provisions. Bestämmelsen säger att arbetsordningen reglerar hur högsta förvaltningsdomstolen handlägger rättskipnings- och förvaltningsärenden och hur arbetet i övrigt organiseras, utöver vad som följer av lag. The Supreme Administrative Court must handle and decide jurisdictional matters in a competent decision-making formation or in plenary, and it must have at least two divisions for handling such matters. Administrative matters are decided in plenary, in chamber session, or in another order set by law and this working order. The President leads the Supreme Administrative Court’s work and is responsible for its results, and the Kanzlichef must ensure the court’s work runs properly. The head of the office decides the office areas, their tasks, and their managers. Deputy heads and other managers must ensure the area’s tasks are carried out properly, and every official must also do other assigned tasks.
