This provision sets rules for rate liability, notices, entry powers, instalments, and several rebates or reductions for certain hereditaments. This provision sets out valuation-list rules, the Department’s payment and borrowing powers, valuation duties, and several rating exemptions and appeal procedures. Public bodies must pass relevant information to the district valuer; certain officials may enter land or require information, and recipients must comply with notices. The Department can serve and withdraw completion notices for new buildings, but not for prescribed classes. People served with a notice have 28 days to appeal, and the Commissioner decides the completion day if an appeal proceeds.
