This Order lets the Department of Finance and Personnel issue and borrow specified sums from the Consolidated Fund, and says borrowed money must be repaid by 31 March 1992.
The Appropriation (No. 2) (Northern Ireland) Order 1991 Made Coming into Operation At the Court at Buckingham Palace, the 24th day of July 1991 Present, The Queen’s Most Excellent Majesty in Council Whereas a draft of this Order has been approved by a resolution of each House of Parliament: Now, therefore, Her Majesty, in exercise of the powers conferred by paragraph 1 of Schedule 1 to the Northern Ireland Act 1974 and of all other powers enabling Her in that behalf, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:— This Order may be cited as the Appropriation (No. 2) (Northern Ireland) Order 1991 and shall come into operation forthwith. The Interpretation Act (Northern Ireland) 1954 shall apply to Article 1 and the following provisions of this Order as it applies to a Measure of the Northern Ireland Assembly. The Department of Finance and Personnel may issue out of the Consolidated Fund and apply towards making good the supply granted to Her Majesty for the service of the year ended on 31st March 1990 the sum of one thousand pounds. The Department of Finance and Personnel may issue out of the Consolidated Fund and apply towards making good the supply granted to Her Majesty for the service of the year ending on 31st March 1992 the sum of two thousand, seven hundred and thirty-five million, one hundred and fifty-five thousand pounds. Subject to paragraph (2), the Department of Finance and Personnel may borrow on the credit of the aforesaid sums, any sum or sums not exceeding in the whole one thousand, three hundred and sixty-eight million pounds. Any money so borrowed shall be repaid, with any interest due thereon, out of the Consolidated Fund at any date not later than 31st March 1992. The sum granted by Article 3(1) out of the Consolidated Fund is appropriated for the services and purposes specified in Part I of the Schedule. The sum already authorised to be appropriated in aid for the year ended on 31st March 1990 shall be increased by the sum specified in the third column of Part I of the Schedule for the service in connection with which that sum is specified. The sum granted by Article 3(2) out of the Consolidated Fund is approp riated for the several services and purposes specified in Part II of the Schedule. In addition to the sum granted by Article 3(2) out of the Consolidated Fund, there may be applied as appropriations in aid of the grants for the several services and purposes specified in Part II of the Schedule, the sums respectively specified in the third column. SCHEDULE of sum granted to make good an excess on a grant for the year ended on 31st March 1990 and of the increase in the sum which was authorised to be applied as an appropriation in aid in addition thereto, viz:— SCHEDULE of sums granted, and of the sums which may be applied as appropriations in aid in addition thereto, to defray the charges of the several services herein particularly mentioned, which will come in course of payment during the year ending on 31st March 1992 viz:— (This note is not part of the Order) This Order authorises the issue out of the Consolidated Fund of Northern Ireland of further sums for the year ended on 31st March 1990 and the year ending on 31st March 1992 and appropriates those sums for specified services in Northern Ireland.
