This Order lets the Department of Finance and Personnel issue and borrow specified sums from the Consolidated Fund, requires borrowed money to be repaid by 31 March 1990, and repeals certain enactments.
The Appropriation (No. 3)(Northern Ireland) Order 1989 Made Coming into Operation At the Court at Buckingham Palace, the 2nd day of August 1989 Present, The Queen’s Most Excellent Majesty in Council Whereas a draft of this Order has been approved by a resolution of each House of Parliament: Now, therefore, Her Majesty, in exercise of the powers conferred by paragraph 1 of Schedule 1 to the Northern Ireland Act 1974 and of all other powers enabling Her in that behalf, is pleased, by and with the advice of Her Privy Council, to order, and it is herebyordered, as follows:— This Order may be cited as the Appropriation (No. 3) (Northern Ireland) Order 1989 and shall come into operation forthwith. The Interpretation Act (Northern Ireland) 1954 shall apply to Article 1 and the following provisions of this Order as it applies to a Measure of the Northern Ireland Assembly. The Department of Finance and Personnel may issue out of the Consolidated Fund and apply towards making good the supply granted to Her Majesty for the service of the year ending on 31st March 1990 the sum of two hundred and sixty-four million pounds. Subject to paragraph (2), the Department of Finance and Personnel may borrow on the credit of the aforesaid sum, any sum or sums not exceeding in the whole one hundred and thirty-two million pounds. Any money so borrowed shall be repaid, with any interest due thereon, out of the Consolidated Fund at any date not later than 31st March 1990. The sum granted by Article 3 out of the Consolidated Fund is appropriated for the service and purpose expressed in Schedule 1. The sum already authorised to be appropriated in aid for the year ending on 31st March 1990 shall be increased by the sum specified in the third column of Schedule 1 for the service and purpose in connection with which that sum is specified. The enactments mentioned in Schedule 2 are hereby repealed to the extent specified in the third column of that Schedule. SCHEDULE of supplementary sum granted, and of an increase of the sum which may be applied as an appropriation in aid in addition thereto, to defray the charges of the service herein particularly mentioned, which will come in course of payment during the year ending on 31st March 1990 viz:— (This note is not part of the Order) This Order authorises the issue out of the Consolidated Fund of Northern Ireland of a further sum for the year ending 31st March 1990 and appropriates that sum for a specified service in Northern Ireland.
