The Department of Finance and Personnel shall be responsible for formulating and sponsoring policies for the improvement of community relations in Northern Ireland. Without prejudice to the generality of paragraph (2), the powers of the Department of Finance of Personnel under that paragraph include— giving financial or other assistance to any persons or organisations appearing to the Department of Finance and Personnel to be concerned with community relations; and giving financial assistance towards the conduct of research into community relations.
