The Department of Finance and Personnel may issue and borrow specified sums for Northern Ireland’s 1990-1991 supply, and borrowed money must be repaid by 31 March 1991.
The Appropriation (No. 2)(Northern Ireland) Order 1990 Made Coming into Operation At the Court of Saint James, the 26th day of June 1990 Present, The Counsellors of State in Council Whereas Her Majesty in pursuance of the Regency Acts 1937 to 1953, was pleased, by Letters Patent dated the 15th day of June 1990, to delegate to the six Counsellors of State therein named or any two or more of them full power and authority during the period of Her Majesty’s absence from the United Kingdom to summon and hold on Her Majesty’s behalf Her Privy Council and to signify thereat Her Majesty’s approval for anything for which Her Majesty’s approval in Council is required: And whereas a draft of this Order has been approved by a resolution of each House of Parliament: Now, therefore, His Royal Highness The Prince Charles, Prince of Wales, and His Royal Highness The Prince Edward, being authorised thereto by the said Letters Patent, and in pursuance of the powers conferred by paragraph 1 of Schedule 1 to the Northern Ireland Act 1974, and all other powers enabling Her Majesty, and by and with the advice of Her Majesty’s Privy Council, do on Her Majesty’s behalf order, and it is hereby ordered, as follows:— This Order may be cited as the Appropriation (No. 2) (Northern Ireland) Order 1990 and shall come into operation forthwith. The Interpretation Act (Northern Ireland) 1954 shall apply to Article 1 and the following provisions of this Order as it applies to a Measure of the Northern Ireland Assembly. The Department of Finance and Personnel may issue out of the Consolidated Fund and apply towards making good the supply granted to Her Majesty for the service of the year ending on 31st March 1991 the sum of two thousand, four hundred and ninety-six million, five hundred and sixty-four thousand, nine hundred pounds. Subject to paragraph (2), the Department of Finance and Personnel may borrow on the credit of the aforesaid sum, any sum or sums not exceeding in the whole one thousand, two hundred and forty-eight million pounds. Any money so borrowed shall be repaid, with any interest due thereon, out of the Consolidated Fund at any date not later than 31st March 1991. The sum granted by Article 3 out of the Consolidated Fund is appropriated for the several services and purposes specified in the Schedule. In addition to the sum granted by Article 3 out of the Consolidated Fund, there may be applied as appropriations in aid of the grants for the several services and purposes specified in the Schedule the sums respectively specified in column 3. SCHEDULE of sums granted, and of the sums which may be applied as appropriations in aid in addition thereto, to defray the charges of the several services herein particularly mentioned, which will come in course of payment during the year ending on 31st March 1991 viz:— (This note is not part of the Order) This Order authorises the issue out of the Consolidated Fund of Northern Ireland of a further sum for the year ending on 31st March 1991 and appropriates that sum for specified services in Northern Ireland.
