The Appropriation (Northern Ireland) Order 2000

The Appropriation (Northern Ireland) Order 2000 Made Coming into operation At the Court at Buckingham Palace, the 15th day of March 2000 Present, The Queen’s Most Excellent Majesty in Council Whereas a draft of this Order has been approved by a resolution of each House of Parliament: Now, therefore, Her Majesty, in exercise of the powers conferred by paragraph 1(1) of the Schedule to the Northern Ireland Act 2000 and of all other powers enabling Her in that behalf, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered, as follows:— This Order may be cited as the Appropriation (Northern Ireland) Order 2000 and shall come into operation forthwith. The Interpretation Act (Northern Ireland) 1954 shall apply to Article 1 and the following provisions of this Order as it applies to a Measure of the Northern Ireland Assembly. The Department of Finance and Personnel may issue out of the Consolidated Fund and apply towards making good the supply granted to Her Majesty for the service of the year ending on 31st March 2000 the sum of £192,686,000. The Department of Finance and Personnel may issue out of the Consolidated Fund and apply towards making good the supply granted to Her Majesty for the service of the year ending on 31st March 2001 the sum of £3,538,803,000. Subject to paragraph (2), the Department of Finance and Personnel may borrow on the credit of the aforesaid sums, any sum or sums not exceeding in the whole £1,866,000,000. Any money so borrowed shall be repaid, with any interest due thereon, out of the Consolidated Fund at any date not later than 31st March 2001. The sum granted by Article 3(1) out of the Consolidated Fund is appropriated for the purposes specified in Part I of the Schedule. In addition to the sum granted by Article 3(1) out of the Consolidated Fund, the sums specified in the third column of Part I of the Schedule may be applied as appropriations in aid of the grants for the purposes in connection with which those sums are specified. The sums already authorised to be appropriated in aid for the year ending on 31st March 2000 shall be decreased by the sums specified in the fourth column of Part I of the Schedule for the purposes in connection with which those sums are specified. The sum granted by Article 3(2) out of the Consolidated Fund is appropriated for the purposes specified in Part II of the Schedule. For expenditure on market support, grants for capital and other improvements, certain alternative land uses, support for agriculture in special areas, assistance to production and market development. For expenditure on development of the agriculture and agricultural products industries, scientific and veterinary services, regional measures for farm support and enhancement of the countryside, watercourse management and flood protection, fisheries and forestry services, Waterways Ireland, the Foyle, Carlingford and Irish Lights Commission, and for central administration and rural development. For expenditure on the administrative costs of the Executive of the Industrial Development Board, provision and maintenance of land and buildings, industrial development promotion, selective assistance and other services related to industry, and aircraft and shipbuilding. For expenditure on local enterprise, the Trade and Business Development Body, the Industrial Research and Technology Unit (including grants to the Northern Ireland Science Park Foundation), labour market services, development of tourism, energy efficiency, assistance to the gas and electricity industries (including residual costs in connection with the privatisation of the electricity industry in Northern Ireland), mineral exploration and other miscellaneous services, central administration, and other miscellaneous services, including grants in aid. For expenditure on administrative costs, youth and adult training, training in skills, management and enterprise training, community projects, redundancy payments to Action for Community Employment core workers, training to improve company competitiveness, and employment schemes and services including those for people with disabilities. For expenditure by the Office for the Regulation of Electricity and Gas. For expenditure on the Roads Service, ferry services, road safety, Driver and Vehicle Licensing Northern Ireland, the Driver and Vehicle Testing Agency, transport services and harbour services. For expenditure on the Water Service and related services. For expenditure on the Environment and Heritage Service, urban affairs and lands, the Planning Service, the Public Record Office of Northern Ireland, the Land Registers of Northern Ireland, the Rate Collection Agency, Ordnance Survey of Northern Ireland, Consolidated Fund contributions to local revenues, central administratio n , accommodation and miscellaneous services, the Construction Service, certain grants in aid and promotional activities and events. For expenditure on fire and related services. For expenditure on: pre-school education, schools, further education, higher education, teacher training, libraries, arts, museums, youth, sport, community relations, Armagh Observatory and Planetarium, administration and certain miscellaneous services; grants and grants in aid to education andlibrary boards for certain services and for certain student awards; grants and grants in aid to certain other bodies; and payments on behalf of the boards in respect of teachers' salaries. For expenditure on hospital, community health and personal social services, Health and Social Services trusts, family health services, the Food Safety Promotion Board and certain other services. For expenditure on superannuation benefits etc to or in respect of persons engaged in the health and personal social services or in other approved employment. For expenditure on grants to voluntary bodies, research, training, bursaries and further education and certain other services. For expenditure on administration, on agency charges, on expenditure incurred as part of the Welfare to Work initiative, on the promotion of Government policy on disability issues, and on certain other services including a grant to the Northern Ireland Housing Executive for the administration costs of the Housing Benefit Scheme; on the administration of agency services for the Department of Social Security; and for the provision, including purchase, of accommodation and related works and other accommodation services and costs. For expenditure on grant in aid to the Independent Living Funds, grants to Motability towards their administrative costs and to enable them to assist invalid vehicle users and others to have adapted or to purchase or lease cars from them, a grant to the Northern Ireland Housing Executive for the payment of housing benefit (rent rebate, rent allowance, rates rebates and discretionary payments of rent allowance), sums payable for use as compensation payments to providers of existing supported accommodation, sums payable into the Social Fund for expenditure on community care grants, budgeting and crisis loans, maternity payments, funeral payments and cold weather and winter fuel payments, sums payable to the Northern Ireland National Insurance Fund as compensation payments in respect of statutory sick pay and statutory maternity pay and expenditure incurred as part of the Welfare to Work initiative. For expenditure on financial administration, central management of the Civil Service, Central Secretariat, support for new institutions including the Special EU Programmes Body, the North/South Language Body, the North/South Ministerial Council, the British-Irish Council and the Civic Forum, Commissioner for Public Appointments, involvement in wider public sector personnel issues, the Valuation and Lands Agency, the Business Development Service, the Northern Ireland Statistics and Research Agency, the Government Purchasing Agency and other services, including certain miscellaneous expenses and grant in aid and other common services. For expenditure on pensions, lump sums and gratuities to former civil servants, pensions to widows, widowers, children and dependants and civil pensions and gratuities. For expenditure of the Northern Ireland Assembly. For expenditure by the Assembly Ombudsman for Northern Ireland and Northern Ireland Commissioner for Complaints. For expenditure by the Department of Agriculture and Rural Development on market support, grants for capital and other improvements, development of alternative land uses, support for agriculture in special areas, assistance to production and market development. For expenditure by the Department of Agriculture and Rural Development on development of the agriculture and agricultural products industries, scientific, veterinary, fisheries and forestry services, watercourse management and flood protection, animal disease compensation, regional measures for farm support and enhancement of the countryside, the Foyle, Carlingford and Irish Lights Commission, rural development measures and central administration. For expenditure by the Department of Culture, Arts and Leisure on libraries (other than library services to schools), arts, the North/South Language Body, museums, the Public Record Office of Northern Ireland, Armagh Observatory and Planetarium, the Odyssey Millennium Landmark Project, the Northern Ireland Millennium Company, the Northern Ireland Events Company, sport, inland fisheries, certain inland waterways (including payments to the Rivers Agency), Waterways Ireland, Ordnance Survey of Northern Ireland, administration and certain miscellaneous services, grants in aid to education and library boards for certain library services and grants in aid to certain bodies. For expenditure by the Department of Education on: pre-school education, schools (including library services for schools), youth, community relations, administration and certain miscellaneous services (including certain teacher training); grants and grants in aid to education and library boards for certain services; grants and grants in aid to certain other bodies; and payments by the Department on behalf of the boards in respect of teachers' salaries. For expenditure by the Department of Education on pensions, allowances, gratuities etc., certain payments to the Northern Ireland National Insurance Fund and certain payments on behalf of the education and library boards and the Department of Higher and Further Education, Training and Employment, in respect of premature retirement compensation. For expenditure by the Department of Enterprise, Trade and Investment on the administrative costs of the Executive of the Industrial Development Board, provision and maintenance of land and buildings, industrial development promotion, selective assistance and other services related to industry, and aircraft and shipbuilding. For expenditure by the Department of Enterprise, Trade and Investment on training to improve company competitiveness, local enterprise, the Trade and Business Development Body, Industrial Research and Technology Unit (including grants to the Northern Ireland Science Park Foundation), development of tourism, health and safety, energy efficiency, assistance to the gas and electricity industries (including residual costs in connection with the privatisation of the electricity industry in Northern Ireland), mineral exploration and other miscellaneous services, central administration, and other miscellaneous services, including grants in aid. For expenditure by the Department of the Environment on the Environment and Heritage Service; the Planning Service; grants to district councils; road safety services; Driver and Vehicle Licensing Northern Ireland; the Driver and Vehicle Testing Agency; transport licensing and enforcement; and central administration and miscellaneous services. For expenditure by the Department for Regional Development on the Roads Service; ferry, transport, airport and harbour services; strategic planning and visioning; the promotion of new and renewable energy sources; and central administration and miscellaneous services, including services to other departments. For expenditure by the Department for Regional Development on the Water Service and related services. For expenditure by the Department of Higher and Further Education, Training and Employment for administrative and other miscellaneous costs, higher education (including universities and colleges of education), further and adult education, student support and other matters relating to tertiary education, including grants in aid to certain bodies and certain payments to the Department of Education in respect of teachers' premature retirement compensation. For expenditure by the Department of Higher and Further Education, Training and Employment for administrative and other miscellaneous costs, labour market services including employment law, tribunals and labour relations; youth and adult training, training in skills, management and enterprise training, community projects, redundancy payments to Action for Community Employment core workers, training to improve company competitiveness and employment schemes and services including those for people with disabilities. For expenditure by the Department of Health, Social Services and Public Safety on hospital, community health and personal social services, Health and Social Services trusts, family health services, the Food Safety Promotion Board, administration including services provided to other departments and certain other services. For expenditure by the Department of Health, Social Services and Public Safety on fire and related services. For expenditure by the Department of Health, Social Services and Public Safety on superannuation benefits to or in respect of persons engaged in health and personal social services or in other approved employment. For expenditure by the Department for Social Development on administration including a grant to the Northern Ireland Housing Executive for the administration costs of the Housing Benefit Scheme and expenditure on the Welfare to Work initiative; the administration of services provided to the Department of Social Security and other departments and on expenditure on accommodation. For expenditure by the Department for Social Development on housing services, including certain grants in aid. For expenditure by the Department for Social Development on urban regeneration and community development including grants to voluntary bodies, certain grants in aid and on other services including promotional activities and events. For expenditure by the Department for Social Development on social security benefits including non-contributory retirement pensions, Christmas bonus payments to pensioners, attendance allowance, invalid care allowance, severe disablement allowance, disability living allowance, disability working allowance; pensions, gratuities and sundry allowances for disablement and specified deaths arising from industrial causes; income support, payments of spousal and child maintenance, child benefit, family credit, jobseeker’s allowance (income based), jobseeker’s allowance (contribution based), back to work bonus and child maintenance bonus; and expenditure incurred as part of the Welfare to Work initiative. For expenditure by the Department for Social Development on grant in aid to the Independent Living Funds, grants to Motability towards their administrative costs and to enable them to assist invalid vehicle users and others to have adapted or to purchase or lease cars from them; a grant to the Northern Ireland Housing Executive for the payment of rent rebate, rent allowance, rates rebate and discretionary payments of rent allowance; sums payable for residual compensation payments to providers of existing supported accommodation; sums payable into the Social Fund for expenditure on community care grants, budgeting and crisis loans, maternity payments, funeral payments and cold weather and winter fuel payments; sums payable to the Northern Ireland National Insurance Fund as compensation payments in respect of statutory sick pay and statutory maternity pay; and expenditure incurred as part of the Welfare to Work initiative. For expenditure by the Office of the First Minister and Deputy First Minister on community relations, cultural traditions, district council programmes and the Northern Ireland Community Relations Council, promotion of equality of opportunity, the Equality Commission for Northern Ireland, administration and other services, grants and grant in aid. For expenditure of the Northern Ireland Audit Office. (This note is not part of the Order) This Order authorises the issue out of the Consolidated Fund of Northern Ireland of a further sum for the year ending on 31st March 2000 and of sums on account for the year ending on 31st March 2001 and appropriates those sums for specified services in Northern Ireland. It also authorises the application of certain further sums as appropriations in aid for the year ending on 31st March 2000 and reduces certain sums already authorised to be applied as appropriations in aid. 2000 c. 1. 1954 c. 33 (N.I.).
