The Act establishes the Road Fund and gives it corporate status and powers. The Road Fund is for routine, periodic maintenance and rehabilitation of public roads, and it is also to be used to help the Metropolitan, Municipal and District Assemblies carry out public-road functions. The Fund’s money comes from specified levies, tolls, fees, borrowed funds, and other amounts approved in the stated way. Money for the Fund must be paid into bank accounts opened for that purpose by the Road Fund Management Board. This section creates the Road Fund Management Board and says the President must appoint its chairperson.

The Fund is managed by the Board, which must carry out several fund-administration and oversight tasks.
