This section establishes the Ghana Railway Development Authority and gives it corporate status and powers to sue, hold property, and make contracts. The Authority must promote, regulate, and administer railway development and services. The Minister responsible for railways has responsibility for the Authority and may give it policy directives, which the Authority must follow. The Authority is governed by an 8-member Board, and the President appoints the members in accordance with article 70 of the Constitution. The Board must carry out several functions for the Authority, including ensuring effective performance, initiating management policies, and overseeing the Fund.
