About this statute

The Council of State must counsel the President when the President is performing presidential functions. The Council of State must consider bills referred by the President, and the Chairman must transmit the result to the President within the stated time limits. The Council of State must advise on certain appointments within 30 days, may make recommendations on matters before specified authorities, and may also perform other functions assigned by law or the Constitution.
