This section creates the Driver and Vehicle Licensing Authority as a body corporate and gives it core corporate powers. The Authority’s object is to promote good driving standards and ensure roadworthy vehicles are used on roads and other public places. The Authority has powers to set training and testing standards, issue and register licences and certificates, regulate private garages, keep registers, advise the Minister, ensure compliance, and delegate functions with the Minister’s written approval. The Minister may give general directions to the Authority in the public interest, and the Authority must follow them. The Board must secure effective implementation of the Authority’s functions, and its members are appointed by the President in consultation with the Council of State.

Section 1
The Board must meet at least once every two months, the chairman may or must call certain special meetings, and board meetings have quorum, voting, and presiding rules.
Section 8
The Authority must have an officer designated as secretary to the Board, and that secretary must carry out functions directed by the Board or Chief Executive.
Section 15
The Authority must keep accounts and proper records, have them in a form approved by the Auditor-General, and ensure they are audited within three months after each financial year ends.
Section 22
Section 29 repeals section 3 of the Road Traffic Ordinance, 1952, and says this Act must be read together with that Ordinance.
