Hong Kong-Zhuhai-Macao Bridge Hong Kong Port and Hong Kong Link Road Closed Area (Permission to Enter) Notice (Cap. 245, section 38A)(Enacting provision omitted—E.R. 1 of 2019) [24 October 2018] L.N. 200 of 2018 1. (Omitted as spent—E.R. 1 of 2019) 2. Interpretation In this Notice—Closed Area (禁區) means the area declared to be a closed area under section 3 of the Closed Area Order;Closed Area Order (《禁區令》) means the Closed Area (Hong Kong-Zhuhai-Macao Bridge Hong Kong Port and Hong Kong Link Road) Order (Cap. 245 sub. leg. L). (E.R. 1 of 2019) 3. Permission to enter or leave Without affecting any other Ordinance, a person of a category specified in column 2 of Part 2 of Schedule 1 is permitted to enter or leave the Closed Area at any time subject to all of the conditions specified in column 3 of that Part that are applicable to the person of that category.(L.N. 121 of 2025) Schedule 1 [s. 3]Permission to Enter or Leave (Renumbered L.N. 121 of 2025) Part 1 Interpretation 1. Interpretation In this Schedule—Airportcity Link (航天走廊) means the road system (consisting of a vehicular bridge with a pedestrian walkway and the Airportcity Link station platform), known as the Airportcity Link, delineated and shown edged red on Map 1; (L.N. 121 of 2025)Airportcity Link autonomous transportation system (航天走廊自動駕駛運輸系統) means the autonomous transportation system that is operated on the Airportcity Link; (L.N. 121 of 2025)Airportcity Link autonomous vehicle (航天走廊自動駕駛車輛) means an autonomous vehicle that is operated by the Airportcity Link autonomous transportation system; (L.N. 121 of 2025)Airportcity Link pedestrian walkway (航天走廊行人路) means the pedestrian walkway that forms part of the Airportcity Link; (L.N. 121 of 2025)Airportcity Link station platform (航天走廊車站平台) means the station platform of the Airportcity Link delineated and shown coloured blue on Map 1; (L.N. 121 of 2025)approved vehicle (獲准車輛) means a vehicle (other than an Airportcity Link autonomous vehicle) that is approved by the Airport Authority to be operated on the vehicular bridge of the Airportcity Link; (L.N. 121 of 2025)Arrival Area (入境地區) means the area comprising the following—(a) the Drop-off Area;(b) the Passenger Clearance Building;Arrival Private Car Annex (入境私家車站) means the Arrival Private Car Passenger Clearance Annex located at the Hong Kong Port;automated car park (自動化停車場) means—(a) Automated Car Park 1; or(b) Automated Car Park 2; (L.N. 49 of 2026)Automated Car Park 1 (1號自動化停車場) means Automated Car Park 1 as delineated and shown edged blue on Map 2; (L.N. 49 of 2026)Automated Car Park 2 (2號自動化停車場) means Automated Car Park 2 as delineated and shown edged red on Map 2; (L.N. 49 of 2026)cross-boundary (跨境) means travelling to or from the Mainland of China or Macao;Departure Area (出境地區) means the area comprising the following—(a) the Pick-up Area;(b) the Passenger Clearance Building;Departure Private Car Annex (出境私家車站) means the Departure Private Car Passenger Clearance Annex located at the Hong Kong Port;Drop-off Area (落客區) means the cross-boundary coach and cross-boundary shuttle bus drop-off area located at the Hong Kong Port;Hong Kong Link Road (香港連接路) has the meaning given by section 2 of the Closed Area Order;Hong Kong Port (香港口岸) has the meaning given by section 2 of the Closed Area Order;Map 1 (地圖1) means the map titled “MAP 1 - SECTION OF HONG KONG-ZHUHAI-MACAO BRIDGE HONG KONG LINK ROAD, HONG KONG-ZHUHAI-MACAO BRIDGE HONG KONG PORT AND ADJACENT AREAS”, numbered “ISM3745” and contained in Schedule 2; (L.N. 121 of 2025)Map 2 (地圖2) means the map titled “MAP 2 - SECTION OF HONG KONG-ZHUHAI-MACAO BRIDGE HONG KONG LINK ROAD, HONG KONG-ZHUHAI-MACAO BRIDGE HONG KONG PORT AND ADJACENT AREAS”, numbered “ISM3547b” and contained in Schedule 2; (L.N. 177 of 2025; L.N. 49 of 2026)passenger (乘客), in relation to a vehicle, means a person carried in or on the vehicle other than the driver; (L.N. 177 of 2025)Passenger Clearance Building (旅檢大樓) means the part of the Passenger Clearance Building located at the Hong Kong Port that is part of the Closed Area;Pick-up Area (上客區) means the cross-boundary coach and cross-boundary shuttle bus pick-up area located at the Hong Kong Port; (L.N. 177 of 2025) transport service (接駁服務) means the shuttle bus service, or any other transportation service, between— (a) the Hong Kong International Airport or the Passenger Clearance Building; and (b) an automated car park. (L.N. 177 of 2025; L.N. 49 of 2026) (L.N. 49 of 2026) Part 2 Permission to Enter or Leave Column 1 Column 2 Column 3 Item Persons permitted to enter or leave Conditions 1. The driver of a road vehicle to the Mainland of China or Macao, leaving Hong Kong via the Hong Kong Port and the Hong Kong Link Road (a) The driver must drive the vehicle directly from the Hong Kong Port to the boundary of Hong Kong at the Hong Kong Link Road. (b) Subject to paragraphs (c) and (d), the driver must not leave the immediate vicinity of the vehicle. (c) For a road vehicle using the Pick-up Area, the driver— (i) may leave the immediate vicinity of the vehicle but must not stay in any place other than the Departure Area; and (ii) may stay in the Departure Area only for the purpose of using the vehicle to pick up cross-boundary passengers. (d) For a road vehicle using the Departure Private Car Annex, the driver may leave the immediate vicinity of the vehicle but must not stay in any place other than the Departure Private Car Annex. (e) The driver must leave the Closed Area without undue delay. 2. The driver of a road vehicle from the Mainland of China or Macao, entering Hong Kong via the Hong Kong Link Road (a) The driver must drive the vehicle directly from the boundary of Hong Kong at the Hong Kong Link Road to the Hong Kong Port. (b) Subject to paragraphs (c), (d), (da), (db), (dc) and (dd), the driver must not leave the immediate vicinity of the vehicle. (L.N. 177 of 2025; L.N. 49 of 2026) (c) For a road vehicle using the Drop-off Area, the driver— (i) may leave the immediate vicinity of the vehicle but must not stay in any place other than the Arrival Area; and (ii) may stay in the Arrival Area only for the purpose of using the vehicle to drop off cross-boundary passengers. (d) For a road vehicle using the Arrival Private Car Annex, the driver may leave the immediate vicinity of the vehicle but must not stay in any place other than the Arrival Private Car Annex. (da) For a road vehicle using an automated car park for the sole purpose of— (L.N. 49 of 2026) (i) picking up a cross-boundary passenger; or (ii) dropping off a cross-boundary passenger, the driver of the vehicle may leave the immediate vicinity of the vehicle but must not stay in any place other than that car park. (L.N. 177 of 2025; L.N. 49 of 2026) (db) A driver who parks a road vehicle in an automated car park for the sole purpose of leaving Hong Kong via the Hong Kong International Airport may leave the immediate vicinity of the vehicle only for taking the transport service to the Hong Kong International Airport. (L.N. 49 of 2026) (dc) A driver who parks a road vehicle in Automated Car Park 1 for the sole purpose of entering Hong Kong through immigration control in the Passenger Clearance Building may leave the immediate vicinity of the vehicle only for taking the transport service to the Passenger Clearance Building. (L.N. 49 of 2026) (dd) A driver who parks a road vehicle in Automated Car Park 2 for the sole purpose of entering Hong Kong through immigration control in the Passenger Clearance Building may leave the immediate vicinity of the vehicle only for proceeding to the Passenger Clearance Building. (L.N. 49 of 2026) (e) The driver must leave the Closed Area without undue delay. 3. A cross-boundary passenger on a road vehicle to the Mainland of China or Macao, leaving Hong Kong via the Hong Kong Port and the Hong Kong Link Road (a) Subject to paragraphs (b) and (c), the passenger must not leave the immediate vicinity of the vehicle. (b) For a road vehicle using the Pick-up Area, the passenger— (i) may leave the immediate vicinity of the vehicle but must not stay in any place other than the Departure Area; and (ii) may stay in the Departure Area only for the purpose of using the vehicle to leave Hong Kong. (c) For a road vehicle using the Departure Private Car Annex, the passenger may leave the immediate vicinity of the vehicle but must not stay in any place other than the Departure Private Car Annex. (d) The passenger must leave the Closed Area without undue delay. 4. A cross-boundary passenger on a road vehicle from the Mainland of China or Macao, entering Hong Kong via the Hong Kong Link Road (a) Subject to paragraphs (b), (c), (ca), (cb) and (cc), the passenger must not leave the immediate vicinity of the vehicle. (L.N. 177 of 2025; L.N. 49 of 2026) (b) For a road vehicle using the Drop-off Area, the passenger may leave the immediate vicinity of the vehicle but must not stay in any place other than the Arrival Area. (c) For a road vehicle using the Arrival Private Car Annex, the passenger may leave the immediate vicinity of the vehicle but must not stay in any place other than the Arrival Private Car Annex. (ca) For a road vehicle using an automated car park, a passenger who takes the vehicle for the sole purpose of leaving Hong Kong via the Hong Kong International Airport may leave the immediate vicinity of the vehicle only for taking the transport service to the Hong Kong International Airport. (L.N. 49 of 2026) (cb) For a road vehicle using Automated Car Park 1, a passenger who takes the vehicle for the sole purpose of entering Hong Kong through immigration control in the Passenger Clearance Building may leave the immediate vicinity of the vehicle only for taking the transport service to the Passenger Clearance Building. (L.N. 49 of 2026) (cc) For a road vehicle using Automated Car Park 2, a passenger who takes the vehicle for the sole purpose of entering Hong Kong through immigration control in the Passenger Clearance Building may leave the immediate vicinity of the vehicle only for proceeding to the Passenger Clearance Building. (L.N. 49 of 2026) (d) The passenger must leave the Closed Area without undue delay. 5. A person who— (a) enters the Departure Area for the sole purpose of leaving Hong Kong by a road vehicle that provides cross-boundary services; and (b) has not yet boarded the vehicle The person— (a) must not stay in any place other than the Departure Area; (b) may stay in the Departure Area only for the purpose of boarding the vehicle to leave Hong Kong; and (c) must board the vehicle without undue delay. 6. An intending passenger of an Airportcity Link autonomous vehicle leaving the Closed Area (L.N. 121 of 2025) The passenger— (a) must not stay in any place other than the Airportcity Link station platform; (b) may stay on the platform only for boarding the vehicle to leave the Closed Area; and (c) must board the vehicle without undue delay. 7. A passenger on an Airportcity Link autonomous vehicle leaving the Closed Area (L.N. 121 of 2025) (a) Subject to paragraph (b), the passenger must not leave the immediate vicinity of the vehicle. (b) In emergency circumstances, the passenger may leave the immediate vicinity of the vehicle— (i) to board an approved vehicle deployed for rescue purposes; or (ii) to otherwise get to safety. 8. A passenger on an Airportcity Link autonomous vehicle entering the Closed Area (L.N. 121 of 2025) (a) Subject to paragraphs (b) and (c), the passenger must not leave the immediate vicinity of the vehicle. (b) In emergency circumstances, the passenger may leave the immediate vicinity of the vehicle— (i) to board an approved vehicle deployed for rescue purposes; or (ii) to otherwise get to safety. (c) After arriving at the Airportcity Link station platform, the passenger may leave the immediate vicinity of the vehicle, but must not stay in any place other than the platform. 9. A user or intending user of the Airportcity Link pedestrian walkway (L.N. 121 of 2025) The user— (a) must not stay in any place other than the Airportcity Link station platform or Airportcity Link pedestrian walkway; and (b) may stay on the platform or walkway only for using the walkway. 10. A person employed or otherwise engaged by the Airport Authority for the operation and maintenance of the Airportcity Link and Airportcity Link autonomous transportation system (L.N. 121 of 2025) The person may stay in the Airportcity Link only for the operation and maintenance of the Airportcity Link and Airportcity Link autonomous transportation system. 11. A person who has taken the transport service to an automated car park from the Hong Kong International Airport for the sole purpose of travelling to the Mainland of China or Macao by a road vehicle described in paragraph (da)(i) or (db) in column 3 of item 2 (L.N. 177 of 2025; L.N. 49 of 2026) The person— (a) must not stay in any place other than that car park; (L.N. 49 of 2026) (b) may stay in that car park only for boarding the vehicle; (L.N. 49 of 2026) (c) must board the vehicle without undue delay; and (d) must leave the Closed Area without undue delay. 12. A person who enters the Passenger Clearance Building with a view to entering an automated car park for the sole purpose of travelling to the Mainland of China or Macao by a road vehicle described in paragraph (da)(i), (db) or (dc) in column 3 of item 2 (L.N. 177 of 2025; L.N. 49 of 2026) The person— (a) must not stay in any place other than the Passenger Clearance Building or that car park; (b) must take the transport service from the Passenger Clearance Building to that car park; (c) may stay in that car park only for boarding the vehicle; (d) must board the vehicle without undue delay; and (e) must leave the Closed Area without undue delay. A person who enters the Passenger Clearance Building with a view to entering Automated Car Park 2 for the sole purpose of travelling to the Mainland of China or Macao by a road vehicle described in paragraph (dd) in column 3 of item 2 (L.N. 177 of 2025; L.N. 49 of 2026) The person— (a) must not stay in any place other than the Passenger Clearance Building or Automated Car Park 2; (L.N. 49 of 2026) (b) may stay in Automated Car Park 2 only for boarding the vehicle; (L.N. 49 of 2026) (c) must board the vehicle without undue delay; and (d) must leave the Closed Area without undue delay.
