About this statute

This Ordinance sets out national security principles, definitions, powers, offences, penalties, and some extra-territorial rules for Hong Kong. This text creates national-security offences for possessing or disclosing state secrets, espionage-related conduct, sabotage, external interference, and unauthorized conduct around prohibited places. The Secretary for Security may prohibit certain organizations from operating in the HKSAR, but must give the organization a chance to be heard unless that is impracticable. This segment sets rules for relevant absconders, licensing, court procedure, anonymity protections, and several national security-related offences and penalties. This part amends many Hong Kong laws, including adding national-security-related definitions and tightening rules on prison remission, early release review, bail, and disqualification from office or election.
