EUROPEAN COMMUNITIES (INTERNATIONAL CARRIAGE OF GOODS BY ROAD) REGULATIONS, 1985. I, JIM MITCHELL, Minister for Communications, in exercise of the powers conferred on me by section 3 of the European Communities Act, 1972 (No. 27 of 1972), for the purpose of giving effect to Council Directive No. 83/572/EEC (1) of 26 October, 1983, hereby make the following Regulations: ) O.J. No. L332/33 of 28.11.1983. 1. This Order may be cited as the European Communities (International Carriage of Goods by Road) Regulations, 1985. 2. A licence or class of licence issued by the competent authority of a Member State (other than the State) of the European Communities in the form provided for and pursuant to Council Directive 65/269/EEC (2) (as amended by Council Directive 83/572/EEC) shall be deemed to be a restricted road freight licence within the meaning of the Road Transport Act, 1971 ) O.J. The effect of the amending Directive is to provide for non-quota multilateral authorisations covering removals carriage between Member States, carried out by undertakings having special staff and equipment for the purpose.
