COUNTY DONEGAL VOCATIONAL EDUCATION COMMITTEE (SPECIAL PROVISION) (GAELTACHT) ORDER, 1934. WHEREAS it is enacted by sub-section (1) of section 103 of the Vocational Education Act, 1930 (No. 29 of 1930), that where a vocational education area or part of a vocational education area is included in the Gaeltacht and the Minister for Education is of opinion that, having regard to the conditions in such area or such part, it is essential that special provision should be made in relation to continuation education or technical education in such area or such part, he may make an order requiring the vocational education committee for such area to make such special provision in relation to continuation education or technical education in such area or such part as may be specified in such order, and it shall be the duty of such committee to comply with the terms of such order : AND WHEREAS part of the vocational education area of the County Donegal Vocational Education Committee is, by virtue of the Vocational Education (Gaeltacht) Order, 1933, included in the Gaeltacht, and the Minister is of opinion that, having regard to the conditions in such part, it is essential that special provision should be made in relation to continuation education and technical education in such part : NOW, THEREFORE, I, TOMAS O DEIRG, Minister for Education, in exercise of the powers conferred on me by subsection (1) of Section 103 of the Vocational Education Act, 1930 (No. 29 of 1930), and of every and any other power me in this behalf enabling do hereby order as follows :— 1. This Order may be cited for all purposes as the County Donegal Vocational Education Committee (Special Provision) (Gaeltacht) Order, 1934. 2. The Interpretation Act, 1923 (No. 46 of 1923), applies to the interpretation of this Order in like manner as it applies to the interpretation of an Act of the Oireachtas. 3. In this Order— the expression " the Minister " means the Minister for Education; the expression " the Committee " means the County Donegal Vocational Education Committee; the expression " the Gaeltacht area " means the portion of the administrative county of Donegal specified in the Schedule to the Vocational Education (Gaeltacht) Order, 1933. 4.—(1) The Committee shall make the following special provision in relation to continuation education and technical education in the Gaeltacht area, that is to say :— ) the Committee shall arrange for the permanent supply of courses of instruction in such subjects as, having regard to the special circumstances of the Gaeltacht area, may be required, and ) the Committee shall for the purposes of such courses employ a staff of duly qualified teachers and provide sufficient and suitable accommodation and equipment. (2) Expenditure under this paragraph shall be included in every annual scheme of the Committee, and, if and when such scheme is approved by the Minister, shall be met as part of the expenditure in respect of such annual scheme. 5. The Minister may from time to time require the Committee to make special provision in relation to all or any of the following matters, that is to say :— ) the employment in the Gaeltacht area of specialists to teach subjects the teaching of which requires expert knowledge or skill not possessed by the staff of the Committee ; ) the provision in the Gaeltacht area of instruction in any special subject which in the opinion of the Minister is for the time being required ; ) the establishment in the Gaeltacht area of new and subsidiary centres of instruction whenever sufficiently qualified teachers can be found ; ) the establishment of scholarships confined to students resident in the Gaeltacht area ; ) the allocation of any particular member or members of the staff of the Committee to the Gaeltacht area ; ) such other matters in relation to the Gaeltacht area as the Minister may from time to time appoint, and the Committee shall comply with any such requisition. 6. Nothing in this Order shall be construed as affecting the duty of the Committee to make, in the exercise of its general powers in relation to continuation education and technical education, such provision throughout its entire vocational education area as, having regard to the moneys available for the Committee under sections 43 53 of the Vocational Education Act, 1930 (No. 29 of 1930), the Minister may from time to time consider satisfactory.
