RESTRICTION OF IMPORTS (IRON AND STEEL PRODUCTS FROM THE GERMAN DEMOCRATIC REPUBLIC) ORDER, 1986. The Government, in exercise of the powers conferred on them by section 2 of the Restriction of Imports Act, 1962 (No. 20 of 1962) hereby order as follows: 1. (1) This Order may be cited as the Restriction of Imports (Iron and Steel Products from the German Democratic Republic) Order, 1986. (2) This Order shall come into operation on the 20th day of June, 1986. 2. (1) A reference in this Order to a NIMEXE code shall be construed as a reference to that code in the Annex to Council Regulation (EEC) No. 1445/72 of 24 April, 1972, as amended by Commission Regulation (EEC) No. 3631/85 of 23 December, 1985, and by any subsequent act adopted by an institution of the European Communities. (2) The particulars stated in column (2) of the Schedule to this Order are inserted in the said Schedule solely to facilitate identification of the goods referred to at the NIMEXE codes mentioned in column (1) of that Schedule and, accordingly, nothing contained in the said column (2) shall affect the construction or limit or control the operation of any provision of this Order (including the mention of, or reference to, the said codes in the said column (1)). 3. The importation into the State of goods which are of a kind specified at a NIMEXE code mentioned in column (1) of the Schedule to this Order and which are manufactured or produced in, or are consigned from, the German Democratic Republic is hereby prohibited save under and in accordance with a licence issued by the Minister for Industry and Commerce. 4. Article 3 of this Order shall not apply where it is established by means of a bill of lading or other transport document that the goods to which that Article relates have been placed on board and are in the course of shipment to the State at the date of coming into operation of this Order. NIMEXE code Short description of goods (1) (2) Bars, rods, angles, shapes and sections of iron or steel; hollow mining drill steel and sheet piling of iron or steel. The effect of this Order is to prohibit, save under a licence issued by the Minister for Industry and Commerce the import of certain iron and steel products which are manufactured or produced in, or are consigned from, the German Democratic Republic. The Order enables the Minister to enforce quantitative restrictions authorised from time to time by the Commission of the European Economic Communities.
