AN ACT TO MAKE PROVISION FOR THE CONTROL AND REGULATION OF THE MANUFACTURE OF CEMENT AND OF THE IMPORTATION OF CEMENT AND TO PROVIDE FOR THE COMPULSORY ACQUISITION OF LAND AND FOR THE CONSTRUCTION, MAINTENANCE, AND OPERATION OF TRANSPORT WORKS FOR THE PURPOSES OF SUCH MANUFACTURE.
