FOOT AND MOUTH DISEASE AND SWINE FEVER (BOILING OF ANIMAL FOODSTUFFS) ORDER, 1933. ORDER OF THE MINISTER FOR AGRICULTURE. (Dated 3rd April, 1933.) The Minister for Agriculture, by virtue and in exercise of the powers vested in him by the joint operation of the Agriculture Act, 1931 1. This Order may be cited for all purposes as the Foot and Mouth Disease and Swine Fever (Boiling of Animal Foodstuffs) Order, 1933. 2. This Order shall come into operation on the fifteenth day of May, 1933. 3. The Interpretation Act, 1923 , (No. 46 of 1923) applies to the interpretation of this Order in like manner as it applies to the interpretation of an Act of the Oireachtas. 4. In this Order— the word "animals" means cattle, sheep, pigs and goats; the word "meat" includes bacon, ham and pork; the word "boiled" means exposed for a period of at least one hour by any process to a temperature of not less than 212° F. ; the word "bones" includes ground green or raw bones ; the word "swill" means any broken or waste foodstuffs including table or kitchen refuse, scraps or waste, containing any meat, bones, offal or portions thereof, or any other part of the carcase of an animal. 5. This Order applies to each of the following articles, that is to say :— ) meat, bones, offal or other part of the carcase of an animal, ) swill, ) any other broken or waste foodstuffs which have been in contact with meat, bones, offal or other part of the carcase of an animal. 6. It shall not be lawful for the owner or other person having charge of any animal to feed to such animal any article to which this Order applies unless such article has been first boiled. 7. It shall not be lawful for any person having in his possession or under his charge any article to which this Order applies to permit such article to be fed to any animal unless such article has been first boiled. 8. Every person having in his possession or under his charge any article to which this Order applies which has not been boiled shall so keep such article that no animal shall have access thereto. 9. Every person having in his possession or under his charge any utensil, implement or other thing used for or about swill shall at all times keep such utensil, implement or other thing in a clean condition and shall, so far as is practicable, keep such utensil, implement or other thing separate from animals. 10. If any person aids, abets, counsels or procures the commission of any breach of the provisions of this Order such person shall be guilty of an offence against the Diseases of Animals Act, 1894. 11. The provisions of this Order shall be enforced by the local authority. 12. The Foot and Mouth Disease (Boiling of Animal Food) Order of 1927, is hereby revoked.
