This Act sets up consumer protection councils and authorities, applies across India subject to stated exceptions, and gives the Central Authority power over unfair trade practices and misleading advertisements. This part sets up the District, State, and National Consumer Commissions, gives them jurisdiction and procedure rules, allows complaints and appeals, and provides penalties for non-compliance with orders. This part sets up consumer mediation cells, requires mediators and commissions to follow defined mediation steps, sets product-liability rules, and creates offences, penalties, and rulemaking powers.
