This section gives the Act its short title, says it applies across India except Jammu and Kashmir, and lets the Central Government set the commencement date by notification. The Commission has broad duties to promote competition, investigate matters, and regulate its procedures; it can also impose penalties for non-compliance and merger-related violations. This segment sets penalties for false filings and document tampering, creates cartel leniency and settlement rules, and gives the Commission and Appellate Tribunal powers and duties on appeals, disclosures, exemptions, reports, accounts, and penalties. The Commission must make its regulation-making process transparent, publish draft regulations and responses to comments, and review regulations periodically. It may also issue guidelines and, in urgent or internal matters, bypass the normal section 64A process if it records reasons. The Central Government may make limited orders to remove difficulties, but only within two years of commencement.
