This Act sets up controls on emigration, recruiting agents, permits, and emigration clearance, and creates offences and penalties for non-compliance. The Central Government may exempt specified recruitment from this Act by notification, may make rules under the Act, and notifications/rules must be laid before Parliament. The Act also does not apply to certain non-citizen recruitment/emigration matters, and the Emigration Act, 1922 is repealed.
