This part sets definitions and creates the Union territories of Ladakh and Jammu and Kashmir, then lays out the Assembly, election, nomination, voting, finance, and procedure rules for Jammu and Kashmir. This part sets rules for the Jammu and Kashmir Legislative Assembly, the Lieutenant Governor, ministers, finance, delimitation, services, and the common High Court, including several powers, duties, and restrictions. A qualified pleader may keep practising in the same subordinate courts for one year after the appointed day, even if those territories move to a Union territory. The President may also make non-inconsistent orders to remove difficulties, but only within five years of the appointed day.
