This Act sets rules for inland vessels, including when it starts, where it applies, how vessels are surveyed and registered, and when certificates are needed. This chapter requires State and Central Government recordkeeping, vessel safety and pollution compliance, wreck reporting, insurance coverage, and allows enforcement actions such as notices, suspension, detention, and penalties. This part sets offences, fines, and enforcement rules for inland vessel operations, and also gives State and Central Governments powers to register vessels, issue certificates, collect fees, manage welfare funds, and make rules. The Central Government can direct the State Government, remove difficulties, and suspend or relax some provisions by notification; State Governments and certain officers also have specified duties, and rules or notifications must be laid before the relevant legislature.
