Universities get broad powers to teach, examine, grant degrees, and manage institutions, but they must act within their university area and cannot transfer immovable property without State Government approval. The University must be open to all persons, and it cannot require any religious test for admission, office, graduation, or privileges, subject to stated women-university provisos. The Syndicate and Academic Council must meet regularly, and the Syndicate has broad powers over University affairs, finances, property, contracts, exams, and some appointments.
