This Act amends the Assam Agricultural University Act, 1968 and takes effect at once.

XIII OF 1984 (Received the assent of the Governor on 16th April, 1984) THE ASSAM AGRICULTURAL UNIVERSITY ■ (AMENDMENT) ACT, 1984 An Act to amend the Assam Agricultural University Act„ 1968 (Assam Act XXIV of 1968). Whereas it is expedient to amend the Assam Agricultural University Act, 1968, hereinafter called the principal Act, in the manner herein after appearing; It is hereby enacted in the Thirty-fifth Year of the Republic of India as follows :— Short title 1. (i) This Act mav be called the Assam and com Agricultural University (Amendment) mencement. Act, 1984. (ii) It shall come into force at once. Amendment 2. In the principal Act, in section 6, for sub of section 6 of Assam section (2), the following shall be substituted, Act XXIV namely ■— \ of 1968. "(2) Subject to the above provisions the State Government may ' direct that the University shall reserve ' seats in the Colleges for any other ca\teS°ry of students in addition to the schleduled castes and scheduled tribes of the State or candidates from other State?s in India.” 4 Amendment , o TIn the principal Act, in section 9, after of section 9 ActAxxiv sub-section (3), new sub-sections (4) and (5) shall be inserted and the existing sub-section (4) shall of 1968. be renumbered as sub-section (6). namely :- K THE ASSAM GAZETTE, EXTRAORDINARY, APkIL 18, 1984 901 "(4) Research Advisory Committee ; (5) Extension Education Advisory Com mittee ;” (6) Such other bodies of the University as may be declared by the statutes to be the authorities of the University.” Amendment 4. In the principal Act, in seciton 10, in sub- of section io of Assam section (2), - Act XXIV of 1968. (a) for clause (b), the following shall be substituted, namely :— "(b) Three Secretaries to the Government of Assam in the Departments to be decided by the State Government”. (b) the clauses (h), (i) and (j) shall be sub stituted, namely:— "(h) One representative of teachers to be selected by rotation from various faculties by the representatives of teachers ; (i) Pro-Vice-Chancellor/or the Seniormost from amongst the Deans/Directors ; (j) A representatives of Indian Council of Agricultural Research”. (c) For sub'-section(4), the following shall be substituted, namely :— ’*(4) The terms of office of teachers and other non-official members shall be for a period of two years and three years respectively and the membership of the M.L.As shall be coterminus with the tenure of the Legislative Assembly to which they are elected.” / 902 THE ASSAM GAZETTE, EXTRAORDINARY, APRIL 18, 1984 ofm“ctionnt 5. In the principal Act, in section 12, in sub- 12 of Assam section (2) for clause (j), the following shall be 0^1968^ substituted, namely :— "(j) The Director of Post-Graduate studies, and” Amendment 6. In the principal Act, after section 13, the of section 13 of Assam following new sections shall be inserted, Act XXIV namely :- of 1368. " 13 A (1) The Research Advisory Committee shall consist of the Vice-Chancel lor as Chairman, the Director of Research as member-Secretary, the Pro-Vice-Chancellor, the Deans of Colleges, Director of Post- Graduate studies, Associate Direc tors of Research and Extension, the Director of Extension, the Director of Agriculture, the Direc tor of Fisheries, Chief Conserva-. tor of Forests, Chief Engineer of Irrigation and the Director of * Veterinary and Animal Husban dry as members. The Vice-Chan- c. cellor may co-opt any other mem bers to secure adequate representa / tions of different fields of Agri culture. > '■ (2) Powers, functions and duties of Research Advisory Committee shall be to advise the Vice-Chancellor regarding : - , fa) allocation of fund for Research ; (b) conditions for accepting grants; and < i (c) other matters affecting the research programme of the Uni versity. . .... . . THE ASSAM GAZETTE, EXTRAORDINARY, APRIL 18, 1984 903 13 B (1) Extension Education Advisory Committee shall consist of the Vice-Chancellor as Chairman, Director of Extension Educations as Member Secretary, Pro-Vice- Chancellor, the Deans of the Col leges, the Director of Research. Director of Agriculture, Director of Animal Husbandry & Veteri nary, Director of Panchayat and C.D., Director of Public Instruc tion as other members. (2) Powers, functions and duties of Extension Education Advisory Committee shall be to advise the Vice-Chancellor regarding (a) the co-ordination of University Extension Education Programme with the State National Program me ; (b) the allocation of funds for Exten sion Education works ; and (c) ways and means of increasing the effectiveness of University’s Ex tension Education Programme”. 7. In the principal Act, in section 14, for °4 Sf Assam sub-section (6), the following shall be substituted, 0 Act xxiv namelv * - of 1968. • "(6) Each Department shall have a Head whose appointment, powers and duties shall be as prescribed and who shall be responsible to the Dean for the proper organisation and working of the Depart ment. He shall be responsible to the Directors of Research and Extension & respectively for Research and Exten sion programme and Director of Post- Graduate studies for Post-Graduate Programmes entrusted to his Depart-* ment”. r 904 THE ASSAM GAZETTE. EXTRAORDINARY, AP8IL 18, 1984 Amendment 8. In the principal Act, for section 17, the of section 17 of Assam following shah be substituted, namely :— Act XXIV of 1968. ”17. The following shall be the Officers of the University, namely 1. The Chancellor, 2. The Vice-Chancellor, 3. The Pro-Vice-Chancellor, 4. The Registrar, 5. The Comptroller, 6. The Director of Physical Plant, 7. The Director of Student Welfare, 8. The Deans of Faculties, 9. The Director of the College of Basic Sciences and Humanities, 10. The Director of Research, 11. The Director of Extension, 12. The Director of Post-Graduate Studies, 13. Librarian, and 14. Such other persons in the service of the University as may be declared by the statutes to be officers of the University.” Amendment 9. In the principal Act, in section 19—(a) for of section 19 of Assam sub-section (1), the following shall be substituted, oT ^ 1V namely :- 19 "(1) The Vice-Chancellor shall be a whole time officer of the University. The first Vice-Chancellor after the commence ment of this Act shall be appointed by the Chancellor for period not exceed a ing five years and on such terms and conditions as the Chancellor may determine. Subsequent Vice-Chancellor shall be appointed by the Chancellor from a panel of atleast 3 names to be submitted by a Selection Committee consisting of THE ASSAM GAZETTE, EXTRAORDINARY, APRIL 18,1984 905 - (a) The Director General of Indian Council of Agricultural Research- Chairman (b) One eminent Agricultural Scientist or Educationist ■nominated by the Board-Member. (c) A nominee by the State Govern- ment-Member For sub-section (5), the following shall be substituted, namely :— (5) In the temporary absence of the Vice- Chancellor, the Pro-Vice-Chancellor, or in his absence, the Senior most Offi cer amongst the Deans of Faculties and/ or the Director of Post-Graduate Studies/ Research/ Extension/. Education shall temporarily carry on the duties of the office of the Vice-Chan cellor. Where the post of the Vice- Chancellor falls permanently vacant X either by resignation or otherwise, the vacancy shall be filled by the Chan cellor in accordance with the provision of sub-section (1) f this section and o the Vice-Chancellor so appointed shall hold office for full term of five years.” Amendment 10. In the principal Act, in section 21, after of section . . sub-section (2), the following shall be inserted as 21 of Assam nfci968, sub-section (3), namely: - "(3) If in the opinion of the Vice-Chancellor, it should be necessary in the discharge of the duties as the Vice-Chancellor, the 906 THE ASSAM GAZETTE, EXTRAORDINARY, APRIL 18, 1984 Vice-Chancellor may recommend to the Board and the Board may approve the appointment of Pro-Vice-Chancellor. The Pro-Vice-Chancellor when appointed shall have such duties, and such dele gated powers, and functions as may be prescribed for assisting the Vice-Chan cellor to discharge his functions in rela tion to the academic, administrative or other duties of his office”.
