GOVERNMENT OF WEST BENGAL LAW DEPARTMENT Legislative West Bengal Act III of 2001' THE WEST BENGAL APPROPRIATION (VOTE ON ACCOUNT) ACT, 2001. [Passed by the West Bengal Legislature.] [Assent of the Governor was first published in the Calcutta Gazette, Extraordinary, of the 7th March, 2001.] An Act to authorise payment and appropriation of certain sums from and out of the Consolidated Fund of West Bengal for the services and purposes of a part of the year ending on the thirty-first day of March, 2002. WHEREAS it is expedient to authorise payment and appropriation of certain sums from and out of the Consolidated Fund of West Bengal for the services and purposes of a part of the year ending on the thirty-first day of March, 2002; It is hereby enacted in the Fifty-second Year of the Republic of India, by the Legislature of West Bengal, as follows:— Short title.(cid:9) 1. This Act may be called the West Bengal Appropriation (Vote on Account) Act, 2001. Issue of Rs. 2. From and out of the Consolidated Fund of West Bengal there may 11228,912500 be paid and applied sums not exceeding those specified in column 3 of the out of the Consoli- Schedule amounting in the aggregate to the sum of rupees eleven thousand dated Fund two hundred twenty-eight crore ninety-one lakh twenty-five thousand of West Bengal for towards defraying the several charges which will come in course of the year payment during the year ending on the thirty-first day of March, 2002, 2001-2002. in respect of the services and purposes specified in column 2 of the Schedule. Appropriation.(cid:9) 3. The sums authorised to be paid and applied from and out of the Consolidated Fund of West Bengal by this Act shall be appropriated for the services and purposes expressed in the Schedule in relation to the year ending on the thirty-first day of March, 2002. [West Ben. Act III of 2001.] Statement of Object and Reasons on the West Bengal Appropriation (Vote on Account) Bill, 2001 (Bill No. 17 of 2001). STATEMENT OF OBJECTS AND REASONS. The object of the Bill is to provide for the appropriation out of the Consolidated Fund of West Bengal of all moneys required for a part of the year 2001-2002 to meet— (a) the grants made by the Assembly, and (b) the expenditure charged on the Consolidated Fund of West Bengal, but not exceeding, in any case, the amount shown in the Statement previously laid before the House in pursuance of article 206 of the Constitution of India. 2. Under the Constitution of India, no money can be withdrawn from the Consolidated Fund of West Bengal except in accordance with an appropriation made by law.
