This part of the Act sets general rules for electronic records and digital signatures, and gives the Government and Certifying Authorities powers and duties around licensing, security, and penalties. This part creates the Cyber Regulations Appellate Tribunal, sets appeal rules, gives the Controller and Central Government regulatory powers, and lists offences and penalties for several cyber-related acts.
