This section sets the Code’s title, start date, territorial reach, core definitions, court jurisdiction rules, suit-filing rules, summons service, transfer powers, interest, and costs rules. Courts may order costs for delay and may enforce decrees through transfer, attachment, sale, arrest, detention, and other execution powers, but women cannot be detained for money decrees and small money decrees under 2,000 rupees cannot lead to detention. This segment sets procedure rules for notice, government and foreign-state litigation, interpleader, commissions, injunctions, appeals, review, and revision. The High Court or District Court may revise certain cases by calling for the record and making an order, but they cannot usually vary or reverse interlocutory orders, and a revision does not automatically stay the case.
