Factories and establishments covered by this Act must be registered, and the Central or appropriate Government can extend the Act to other establishments by notification, subject to stated consultation and notice requirements. This part requires the Corporation to keep accounts, prepare and submit a yearly budget and annual report, and have its accounts audited. It also sets out insurance, contribution, return, register, inspection, and recovery rules. This provision covers medical-board referrals, appeals and reviews, medical benefits, employer protections, court jurisdiction, offences, penalties, and exemption powers under the Act.
