This amendment changes university governance rules, defines the Visitor, lists university officers, gives the Visitor powers, and says prior actions remain valid unless revoked or annulled.

(Roceived th3 a$ent of the Govem ot on 22nd ,,P , m22l THE VENKATESHWARA OPEN UNIVERSITY (ATIENOMENT)ACT' 2022 (ACT NO. 7 OF 2022) An Act to amend the Venkateehwara Open University Act, 2012 (Act No. 10 ol 20121 Be it enacted by the Legislature ofArunachal Pradesh in the Seventy-third Year of the Republic of lndia as follows : 1. Short title and commencement : ( l) This Act may be called the Venkateshwara Open UniversityAmendment Act, 2022. (2) lt shall come into force on the date of its publication in the Ofiicial Gazette. 2. Amendment of Section 2 : ln the Venkateshwara Open University Act' 2012 (Act No. l0 of2012) (hereinafter referred to as PrincipalAct) in section 2,- (i) for clause (d), the following shall be substituted,- 'The 'Visitor', "Chancellod, "Pro-Chancellor', "Vice-Chancello/, 'Pro-Vice Chancello/', means respectively the Visitor, the Chancellor, the Pro-Chancellor, the Vice-C ha ncellor, the Pro-Mce-Chancellor of the Universitf . (ii) after clause (u), the following shall be ,nserfed- "(v,) 'Visitor" means the Visitor of the University". 3. Amendment of Section 10 : ln the Principal Act, for the existing entries in clauses (a), (b), (c), (d), (e), (0, (S), (h), (i), U), (k), (l), and (m) of secton 10, the following shall be substituted- "(a) The Visitor ; (b) The Chancellor ; (c) ThePro-Chancellor; (d) The Vice-Chancellor ; (e) The Pro-Vice-Chancellor ; (0 Director/Principal ; (g) The Registrar ; (h) The Controllerof Examination ; (i) The Dean of Students Wellare ; 2 The Arunachal Pradesh E).traordinary Gazette, Apr 27,2022 0) The Dean of Faculty ; (k) The Chief Proctor ; (l) The Treasurer; (m) The Finance Omcer; and (n) Such other officers as may be declared by the statutes to be officers of the " U n ive rs ity. 4. 10A : lnsertion of Section ln the Principal Act, after section 10, thefullowing sections shall be inserled- "104. The Visitor : - (1) (i) The Governor ofArunachal Pradesh shallbe the'yisiro,/ ofthe University.' (ii) TheVisitor shall, when present, preside at the convocation ofthe University for confening Degrees, Oiplomas, Charters and Certificates. (2) : Power of the Visitor Notwithstanding anything contained in this Act, the Visitor shall have the following powers namely : - (a) To callfor any paper or information relating to the afiairs of the University; (b) On the basis of the information received by the Visitor, if he is satisfied that any order, proceeding or decision taken by any authority of the University is not in conformity with the Act, Regulations or Rules, he may issue such directions as he may deem fit in the interest of the University which shall be binding to alt concemed ;' 5. : Savlngs Notwithstanding anything contained in thisAct, anything done or any action taken under the provisions of the Principal Act prior to this amendment shall be valid unless revoked orannulled by the State Govemment.
