Now, the Govemment have declded to amend the said Tarnil Nadu Aot 30 of 1978 to raise the retirement age of the Vice-Chancellor of Anna University frorn sixg-five years to seventy years on par with the Central Universities Act, 2009 (Central Act 25 of 2009), so as to utilize the knowledge gained by academicians for the enrichment of higher education in engineering, technology and allied sciences in the State. 2. TAMIL NADU GOVERNMENT GAZETTE EXTRAORDINARY 77 (2-A) A person recommended by the Committee lor appointment as Vice-Chancellor shall- (i) be a distinguished academician with highest level of competence, integrity' morals and institutional commitment; (ii) possess such eduiational qualifications and exp€rience as may be 'State specified by the Government in consultation with the Chancellor by an order published in the Tamil Nadu Government Gazette' (2-B) The process ol nominating the members to the Committee by tire authority ol the L]niversity, the Government and the Chancellor shall begin six nronths before the probable Oate of occurrence of vacancy in the office of the Vice-Chancellor and shall be completed four months before the probable date of occLlrrence of vacancy in the oftice of the Vice-Chancellor. (2-C) The process of preparing the panel of suitable persons for appointment as Vice-Chancellor shall begin at least four months before the probable date of occurrence of the vacancy in the office of the Vice-Chancellor- (2-D) The Committee shall submit ils recommendation to the Chancellor within four months from the date ol its constitution. ll the Committee does not submit its recommendation to the Chancellor within the said period, the Chancellor may grant lurther time to the Committee to submit its recommendalion or take steps to constitute another Committee in accordance with sub-section (2).". PART-IV. AMENDMENT TO THE BHARATHIAR UNIVERSITY ACT, 1981' Tamil Nadu 4. In section 12 of the Bharathiar University Act, 1981, for sub'section (2) including Amendment of Act 1 ol the proviso lhereto, the following sub-sectlons shall be substituted, namely:- seclion 12. 1982. "(2) For the purpose of sub-section (1), the committee shall consist of -- (i) a nominee of the Government, who shall be a retired or serving officer of the State Govemment not below the rank of Principal Secrelary lo Government or an eminent educationist; (ii) a nominee of the Senate who shall be an eminenl educationist; and (iii) a nominee of the Syndicate'who shall be an eminent educationist. Explanation.- For the purpose of this sub-section, "eminent educationist" means a person,-- (i) who is or has been a Vice-Chancellor of any University established by the State Government or Gentral Government; or (ii) who is a distinguished academician, with a minimum of ten years of experience as Professor in a State or Central University or in both taken together; or (iii) who ls or has been a Director or Head of any institute of national importance; provided that the person so-nominated shall not be a rnember of any of the authorities ol the University or shall not be connected with the University or any college or any recognized institution of the University. (2-A) A person recommended by the Committee for appointrnent as Vice-Chancellor shall- (i) be a distinguished academician with highest level ol competence, integrity, morals and instltutional commitment; (ii) possess such educallonal qualifications and experience as may be specified by the State Government in consultation with the Chancellor by an order published in lhe Tamil Nadu Government Gazette. For rentoval of doubts, it is hereby declared that if the member nominated by Removal of the Senate or the Syndicate to the Committee, before the date oI commencement of the doubts. Tamil Nadu Universities l-aws (Amendment) Ordinance, 2017 does nol posse$s the qualifications specified in sub-section (2) of .section '12 of the Bharathidasan University Act, 1981 (Tamil Nadu Act 2 ol 1982), as amended by the said Ordinance, hq shall cease to be such member and in his place the Senate or the Syndioate, as the case may be, shall nominate a member afresh possessing the qualifications specified in sub-section (2) of section 12 of the Bharathidasan University Act, 1981 (Tamil Nadu Act 2 of 1982), as amended by the said Ordinance. PART-VI. AMENDMENT TO MOTHER TERESA WOMEN'S UNIVERSITY ACT, 1984. 7. Tamil Nadu In section 12 of the Mother Teresa Women's University Act, 1984, lor sub-section Amendment of Act 15 of (2) including the proviso thereto, the following sub-sections shall be substituted, namely:- section 'l2. '| 984_ "(2) For the purpose of sub-section (1), the Committee shall consist of -- (i) a nominee of the Government, who shall be a serving Prlncipal of a Women's College, who has put in not less than live years of service as principal; (ii) a nominee of the Academio Committee, who shall be an eminenl wonnan educationist: and (iii) a nominee of the Executive Council who shall be an eminent woman educationist. Explanatian.- For the purpose of this sub-section, "eminent woman educationist" means a person,- (i) who is or has been a Vice-Chancellor of any University established by the State Governmsnt or Central Government; or (ii) who is a distinguished academician, with a minimum of ten years of experience as Professor in a State or Central University or in both taken together; or (iii) who is or has been a Director or Head of any institute of national importance: Provided that ihe person so nominated shall not be a member of any of the authorities of the University or shall not be connected with the University or any college or any recognized institution ol the University. (2'A) A person recornmended by the Committee lor appointment as Vice-Chancellor shall- (i) be a distinguished academician with highest level of compelence, integrity, morals and institutional commitment; (ii) possess such educational qualifioations and experience as may be specified by the State Government in consultation with the Chancellor bv an order published in the Tamil Nadu Government Gazette. PART-V. AMENDMENT TO THE BHARATHIDASAN UNIVERSITY ACT, 19S1, 5. In section 12 of ihe Bharathidasan University Act, 1981, for sub-section (2) including Amendment of the proviso thereto, the following sub-sections shall be substituted, namely:- Tamil Nadu section 12 "(2) For the purpose of sub-section (.1 ), the Committee shall consist of _ 1 A 9 c 8 t 2 2 of (i) a nominee of the Government, who shall be a retired or serving officer of the State Government not below the rank of principal secretary to Government or an eminent educationist: TAMIL NADU GOVER,I\IhilENT GAZETTE EXTRAORDINARY 231 (ii) a nominee of the Serlate who shall be an etninent educationist; and (iii) a nominee of the Syndicate who shall be an erninent educationist Explanation.-For the purpose of this sub-section, "eminent educationist" means a person,- (i) who is or has been a Mce-Chancellor of any University established by the Slatre Government or Central Govetlment; .sr (ii) who is a distinguished academician. wittr a mloirnurn of ten years of experic;nce as Professor in a State or Central University or in both taken toSieher;

or iiii) who is or has been a Director or Head Ef any instltute of national irnportance: Provided that the person so norninated shall not be a mernber of any of ihe authorities of the University or shall not be conneo$ed with the tJnilersity or any college or any recognize'd institution of tbe {Jniversity. (2-A) A person recomnnended by lhe Cornrnittee for appointrnent as Vice-Chancellor shall- {i) be a distinguished aoadenrlcian with hlghest leuel of competence, integrity, mcrals and institutional cornrnitmea{; (ii) possess such e.ducatironal qualiFca.tisns and experience as rnaY be specified by the State Govemnlent in consdtation with tire Chancellsr by an order oublished in the Iamtl Nadu Gavernment Gazefde. (2-B) The process of nominatinE the ntembers to the Comrnittee by the Governrnent, the Senate and the Syrvdicate shall begin six rnor.ths before the prcbable date of o@urrence of vacancy in ttre offrce of the Me.Cl.raniellor and shall be compftated four. months before the probabh date of o€uregce of vacancy in the office of lhe Vioe-Chancellor. (2-C) The process of preparing the panel sl suitable pelsons for appointment as Vice4hancellor shall beEin at least four rnonths bdore t\e prsbabie date of occllffence of the vacancy in the ofiice of the Mce-Chancelbr. (2-D) The Committee shall subm'it its recomalendation t'o the Chanellor within four months from the daG sf ib constitstion. lf the Gsrflmittee does not submit its recornrnendation to the Chanceflor within the .eaid period, the Ghancellor rnay grant further time to the Committee to submit jts recoronrendation or lake st€ps to constitute another Comrnittee in accordanoe with s.ub-section {2).t- 6.
