This section names the Act, says it extends to the whole of India with a stated exception, and sets definitions and stamp-duty rules for instruments and certain securities. This segment says some stamp-duty transfers and asset-transfer documents are not liable to duty, and sets out how stamp duty must be collected, paid, transferred, stamped, and cancelled for certain instruments. Some recipients of payments or property must give a duly stamped receipt on demand, and a fire-insurance premium receipt must be given within one month. The Collector may also determine stamp duty on an instrument when asked and paid the stated fee. If an instrument appears undervalued, the registering officer must refer it to the Collector before registration, and the Collector can determine market value, duty, interest, and penalties. The Central Government and State Governments have rule-making and delegation powers, and certain rules must be published or laid before legislatures. The State Government must also provide cheap translations of the Act.
