This part says the Act applies across India, can also reach certain conduct outside India, and sets out how electronic records and signatures are recognized. Subscribers have duties for electronic/digital signature certificates, must protect their private keys, and must notify the Certifying Authority without delay if a private key is compromised. The provision also includes penalties for unauthorized computer-related acts and for disclosure of accessed information. This segment sets penalties for misuse of electronic signature certificates and disclosure of personal information, and gives government and enforcement authorities powers for investigation, search, rule-making, and regulation.
