This Act sets up Borstal Institutions for detained offenders and gives authorities rules for detention, licensing, escape, and prohibited articles.

An offence under this section shall be deemed to be a cognizable offence within the definition of that term in the v of 1898, Code of Criminal Procedure, 1898. Incorrigibles. 20.
