Be it enacted by the Legislative Assembly of the State of Andhra Pradesh in the Forty-eighth Year of the Republic of India as follows:- CHAPTER-I PRELIMINARY 1. Short Title, extent and commencement- (1) This Act may be called the Dravidian University Act, 1997. (2) It extends to the whole of the State of Andhra Pradesh. (3) It shall come into force on such date as the Government may, by notification in the Andhra Pradesh Gazette, appoint. 2. Definitions - In this Act, and in all Statutes, Ordinances and Regulations unless the context otherwise requires,- (a) "Centre" means a centre established by the Executive Council; (b) "Department" means Department of Study established by the Executive Council; (c) "Government" means the State Government of Andhra Pradesh; (d) "Hostel" means a unit of residence for students of the University maintained or recognised by the University in accordance with conditions prescribed; (e) "Notification" means a notification published in the Andhra Pradesh Gazette and the word "notified" shall be construed accordingly; (f) "Prescribed" means prescribed by the Statutes, Ordinances or Regulations; (g) "Participating Government" means the Government of a State Union Territory which contributes or contributed for the development and functioning of the University in such manner as may be prescribed by the Government; (h) "Participating Institution" means such institution as may be notified by the Government as a participating institution in such manner as may be prescribed; (i) "Student" means a person who is enrolled for studies in one of the schools or centres of the University and pursues studies by attending the prescribed courses; (j) "Teacher" means a Professor, Director, Reader/Associate Professor, Lecturer/Assistant Professor and such other Researchers and those giving instruction in the departments, schools or centres or colleges affiliated to the University as may be declared by the statutes to be a teacher; (k) "University" means the University established under section 3. CHAPTER-II THE UNIVERSITY 3. The University - (1) There shall be constituted a University by the name called the ‘Dravidian University’ for Dravidian and other studies which shall consist of a Chancellor, a Pro-Chancellor, a Vice-Chancellor, a Rector, an Executive Council, a Planning and Monitoring Board and an Academic Senate. (2) The headquarters of the University shall be at such place in the State as may be notified by the Government and it may establish campuses at such other places as it may deem fit within India and in other countries. (3) The University shall be a research, a teaching, residential and affiliating University. (4) The University shall be a body corporate, having perpetual succession and a common seal and shall sue and be sued by the said Corporate name. (5) No institution affiliated to, or associated with or recognised or maintained by any other University in India and in other Countries shall be affiliated to or associated with or recognised by the University for any purpose, except with the prior approval of the Government and the concerned university and the management of the Institution concerned. 4. The objects of the University shall be - (i) To promote national integration and the integrated development of the human personality through its policies and programmes; (ii) To work for an integrated development of Dravidian languages, both written and spoken, including the Tribal languages of the Dravidian family; (iii) To impart instruction and training at very high levels in Dravidian languages, literature and culture, related arts and crafts and allied subjects with an indigenous thrust; (iv) To prepare suitable text books, reference books etc. at various levels of higher learning; (v) To advance and disseminate learning and knowledge by a diversity of means, including the use of new and advanced communication technologies; (vi) To provide for instruction in such branches of knowlege, sciences technologies vocations and professions as the University may determine from time to time and to make provision for research; (vii) To co-operate with, and seek the co-operation of other universities and institutions of higher learning, professional bodies and organisations for such purposes as the university considers necessary; (viii) To provide for the preparation of instructional materials, including films, cassettes, tapes, video cassettes and other software; (ix) To take up extension activities with special emphasis on rural development so as to make the benefits of the work done by the University reach educational institutions throughout the country; (x) To impart training to those residing within and beyond India who desire to study Dravidian Languages, literature, culture, modern sciences, medicine, engineering, technology and allied subjects; (xi) To translate books of other languages into Dravidian languages according to the needs in consonance with the objectives of the University and also to translate books from the Dravidian languages into other languages; (xii) To develop Dravidian languages as vehicles of modern knowledge and media of instruction. 5. Powers and Functions of the University - (i) to provide for instruction in such branches of knowledge, technology, vocations and professions as the University may determine from time to time and to make provision for research; (ii) to plan and prescribe courses of study for degrees, diplomas, certificates or for any other purposes; (iii) to hold examinations and confer degrees, diplomas, certificates or other academic distinctions or recognitions on persons who have pursued a course of study or conducted research in the manner laid down by the Statutes and Ordinances; (iv) to confer honorary degrees or other distinctions in the manner laid down by the Statutes; (v) to determine the manner in which distance education in relation to the academic programmes of the Universities may be organised; (vi) to institute professorships, readerships, lecturerships and other academic positions necessary for imparting instruction or for preparing educational material or for conducting other academic activities, including guidance, designing and delivery of course and evaluation of the work done by the students, and to appoint persons to such professorships, readerships, lecturerships and other academic positions; (vii) to co-operate with, and seek the co-operation of, other universities and institutions of higher learning, professional bodies and organisations for such purposes as the University considers necessary; (viii) to institute and award fellowships, scholarships, prizes and such other awards for recognition of merit as the University may deem fit; (ix) to establish and maintain such Regional Centres as may be determined by the University from time to time; (x) to provide for the preparation of instructional materials, including films, cassettes, tapes, video cassettes and other software; (xi) to organise and conduct refresher courses, workshops, seminars and other programmes for teachers and other academic state; (xii) to recognise examinations of, or periods of study (whether in full or part) at, other universities, institutions or other places of higher learning as equivalent to examinations or periods of study in the University, and to withdraw such recognition at any time; (xiii) to make provision for research and development in educational technology and related matters; (xiv) to create administrative, ministerial and other necessary posts and to make appointments thereto; (xv) to receive benefactions, donations and gifts and to acquire, hold, maintain and dispose of any property movable or immovable, including trust and Government property, for the purposes of the University; (xvi) to borrow, with the approval of the Government whether on the security of the property of the University or otherwise, money for the purposes of the University; (xvii) to enter into, carryout, vary or cancel contracts; (xviii) to demand and receive such fees and other charges as may be laid down by the Ordinances; (xix) to provide, control and maintain discipline among the students and all categories of employees and to lay down the conditions of service of such employees, including their code of conduct; (xx) to recognise any institution of higher learning or studies for such purposes as the University may determine and to withdraw such recognition; (xxi) to appoint, either on contract or otherwise, visiting Professors, Emeritus Professors, Consultants, fellows, scholars artists, course writers and such other persons who may contribute to the advancement of the objects of the University; (xxii) to recognise persons working in other universities, institutions or organisations as teachers of the University on such terms and conditions as may be laid down by the Ordinances; (xxiii) to determine standards and to specify conditions for the admission of students to courses of study of the University which may include examination, evaluation and any other method of testing; (xxiv) to make arrangements for the promotion of the general health and welfare of the employees; (xxv) to confer autonomous status on a College or a Regional Centre in the manner laid down by the Statutes; (xxvi) to admit to its privileges any College in or outside India subject to such conditions, as may be laid down by the Statute; Provided that no College shall be so admitted except with the prior approval of the Vice-Chancellor. (xxvii) to do all such acts as may be necessary or incidental to the exercise of all or any of the powers of the University as are necessary and conductive to the promotion of all or any of the objects of the University. (2) Notwithstanding anything contained in any other law for the time being in force, but without prejudice to the provisions of sub-section (1), it shall be the duty of the University to take all such steps as it may deem fit for the promotion of the objects and for the determination of standards of teaching, evaluation and research in such systems, and for the purpose of performing this function, the University shall have such powers, including the power to allocate and disburse grants to Colleges, whether admitted to its privileges or not, or to any other university or institution of higher learning, as may be specified by the Statutes. Jurisdiction - The University shall in the exercise of its powers have (Jurisdiction) over all its affiliated institutions. 6. Admission to the University - (1) The University shall be open to all persons irrespective of their religion, race, caste, sex, place of birth or any of them. (2) Nothing contained in sub-section (1) shall require the University,- (a) to admit to any course of study any person who does not possess the prescribed academic qualification or standard; (b) to retain on the rolls of the University any student whose academic record is below the minimum standard required for the award of a degree title, diploma or other academic distinction; or (c) to admit any person or retain any student whose conduct is prejudicial the interests of the University or the rights and privileges of other students and teachers. 7. Inspections - (1) The Government shall have the right to cause an inspection to be made by such person or persons as they may direct, of the affairs and properties of the University, its buildings, laboratories, libraries, museums, workshops and equipment and of any college or institution maintained by the University and also to cause an enquiry to be made, into the teaching and other work conducted or done by the University, or in respect of any matter connected with the University. The Government shall in every case give notice to the University of their intention to cause such inspection or inquiry to be made and the University shall be entitled to be represented thereat. (2) The Government shall forward to the Vice-Chancellor a copy of the inspection report for obtaining the views of the Executive Council and on receipt of such views, the Government may tender such advice as they consider necessary and fix a time limit for action to be taken by the University. (3) The Executive Council shall within such time as the Government may fix, report to them through the Vice-chancellor the action which has been taken or is proposed to be taken on the advice tendered by them (4) The Government may, where action has not been taken by the University within the time fixed to their satisfaction, after considering any explanation furnished or representation made by the Executive Council issue such directions as they may think fit and the University shall comply with such directions. CHAPTER-III OFFICERS OF THE UNIVERSITY 8. Officers of the University - The following shall be the Officers of the University:- 1. The Chancellor; 2. The Pro-Chancellor; 3. The Vice-Chancellor; 4. The Rector; 5. The Deans of schools/Faculties; 6. The Registrar; 7. The Finance Officer; 8. Such other persons as may be declared by the statutes to be the Officers of the University. 9. The Chancellor - (1) The Governor of Andhra Pradesh shall be the Chancellor of the University. (2) The Chancellor shall, by virtue of his office be the head of the University. (3) The Chancellor shall, when present, preside at the convocation of the University held for conferring degrees. He shall exercise such other powers and perform such other functions as may be conferred on or vested in him by or under the provisions of this Act. (4) The Chancellor may, by order in writing, annual any proceedings of the University, which is not in conformity with the provisions of this Act, the Statutes, the Ordinances or the Regulations: Provided that before making any such order, he shall give a notice calling upon the University to show cause why such an order should not be made and if any cause is shown within the time specified therefor in the said notice, shall consider the same. 10. The Pro-Chancellor - (1) The Pro-Chancellor of the University shall be nominated by the Chancellor and shall hold Office for a period of three years. (2) In the absence of the Chancellor or during the Chancellor's inability to act, the Pro-Chancellor shall perform all the functions of the Chancellor. 11. The Vice-Chancellor - (1) The Government shall constitute a Search committee consisting of,- (i) a nominee of the Executive Council; (ii) a nominee of the University Grants Commission; (iii) a nominee or nominees of the participating Governments and institutions; The Search Committee shall submit a panel of three persons to the Government in alphabetical order from among whom the Government shall recommend one person to the Chancellor for appointment as Vice-chancellor and the Chancellor shall appoint such person as Vice-Chancellor1[on the recommendation of the Government:] Provided that it shall be competent for the Government to call for a fresh panel if they consider necessary and the Search Committee shall thereupon submit a fresh panel to the Government. (1A) The Vice-chancellor, shall not be removed from his office except by an order of the Chancellor passed on the ground of wilful omission or refusal to carryout the provisions of this Act, or abuse of the powers vested in him and after due enquiry ordered by the Government, by the Lokayukta or by such person who is or has been a judge of High Court or Supreme Court as may be appointed by the Chancellor in which the Vice-Chancellor shall have an opportunity of making his representation against such removal: Provided further that where the Lokayukta enquiries into an allegation against the Vice-chancellor, under the Andhra Pradesh Lokayukta and Upa- Lokayukta Act, 1983 then notwithstanding anything contained in section 12 of that Act, the Lokayukta shall submit a report to the Government and the Chancellor shall act in accordance with the advice tendered by the Government on a consideration of the report while exercising his powers under this sub- section. (2) The Vice-Chancellor shall be the principal executive and academic officer of the University and shall exercise general supervision and control over the affairs of the University and give effect to the decisions of all the authorities of the University. 1. S.6 (3) The Vice-Chancellor may, if he is of opinion that immediate action is necessary on any matter, exercise any power conferred on any authority of the University by or under this Act and shall report to such authority the action taken by him on such matter: Provided that if the authority concerned is of opinion that such action ought not to have been taken, it may refer the matter to the Chancellor whose decision thereon shall be final: Provided further that any person in the service of the University who is aggrieved by the action taken by the vice-chancellor under this sub-section shall have the right to appeal against such action to the Executive Council within three months from the date on which the decision on such action is communicated to him and there upon the Executive Council may confirm, modify or reverse the action taken by the Vice-Chancellor. (4) The Vice-Chancellor shall exercise such other powers and perform such other functions as may be prescribed by the Statutes or Ordinances. 12. The Rector - There shall be a Rector who shall be appointed by the Executive Council on the recommendation of the Vice-chancellor in such manner and on such terms and conditions as may be prescribed by the Statutes, from among the senior professors. He shall exercise such powers and perform such duties as may be prescribed by the statutes. 13. The Registrar - (1) The Registrar shall be a wholetime paid officer of the University appointed by the Executive Council for a team of three years or less and on such terms and conditions as may be prescribed by the Statutes provided that he shall not continue in that office for more than six years (2) The Registrar shall act as the Secretary of the Executive Council and the Academic Senate. He shall exercise such powers and perform such duties as may be prescribed. (3) The Executive Council may transfer the Registrar to a suitable position even before the completion of the term, provided that he is shown a position in the University with the same emoluments. 14. The Finance Officer - (1) The Finance Officer shall be a wholetime officer of the University appointed by the University from out of a panel of three officers to be obtained from the Government in the Education Department on such terms and conditions as may be prescribed by the rules made by the Government in this behalf. He shall be the employee of the Government and the salary, allowances, pension and other remuneration shall be paid to him in the first instance out of the Consolidated Fund of the State and later recovered from the University. (2) He shall maintain the accounts of the University and also advise the University on all matters relating to income and expenditure. (3) He shall be present at the meetings of the Finance Committee and participate in the discussions but shall not be entitled to vote. 15. Deans of Schools Faculties and other Officers - The manner of appointment and powers and duties of the Deans of Schools Faculties and other Officers of the University shall be prescribed by the Statutes. CHAPTER-IV AUTHORITIES OF THE UNIVERSITY 16. Authorities of the University - The following shall be authorities of the University, namely:- (i) The Executive Council; (ii) The Academic Senate; (iii) The Planning Monitoring Board; (iv) The Finance Committee; (v) The Facilities; (vi) The Boards of studies; and (vii) Such other bodies as the statutes may declare to be authorities of the University. 17. The Executive Council and its powers and functions - (1) The Executive Council shall be the principal executive body of the University. (2) The constitution of the Executive Council and its powers and functions shall be prescribed by the Statutes. 18. Academic senate and its powers and functions - (1) The academic Senate shall be the principal academic body of the University and shall, subject to the provisions of this Act, Statutes and Ordinances, coordinate and exercise general supervision over the academic policies of the University. (2) The Constitution of the Academic Senate and its powers and functions shall be prescribed by the Statutes. 19. Planning and Monitoring Board - (1) The Planning and Monitoring Board shall be the principal Planning Body of the University and also be responsible for monitoring the development of the University on the lines indicated in the objects of the University. (2) The Constitution of the Planning and Monitoring Board and its powers and functions shall be such as may be prescribed by the Statutes. 20. Finance Committee - The constitution, powers and functions of the Finance Committee shall be prescribed by the Statutes. 21. Constitution of Faculties and Centres - (1) The University shall include the Faculties of language, development, literature, fine arts, history, culture and archaeology, philosophy, post-graduate and professional programmes and centres managed by it. Translation, text books preparation, comparative studies, preparation of Encyclopaedia, Faculties of Medicine, Engineering Technology and Law and such other Faculties as may be prescribed by the Statutes. (2) The constitution and functions of the Faculties and centres, shall in all other respects be such as may be prescribed. (3) Such Faculties shall comprise such departments of research and teaching as are specified in the first Statutes. 22. The Boards of Studies - There shall be Boards of Studies attached to each department of teaching and research. The Constitution and powers of the Boards of Studies shall be such as may be prescribed by the Statutes. 23. Term of Office of members of the Executive Council, the Academic Senate and the Planning and monitoring Board - The term of Office of the Members of the Executive Council, Academic Council and the planning and Monitoring Board shall be such as may be prescribed by the Statutes. CHAPTER-V UNIVERSITY FUNDS ETC. 24. General Fund - The University shall have a general fund to which shall be credited:- (i) its income including the fees and endowment; (ii) contributions or grants which may be made by the Government on such conditions as they may impose; and (iii) other contributions or grants. 25. Constitution of other funds - The University shall have such other funds and maintain such accounts as the Executive Council may determine on the recommendation of the Finance Committee. 26.Borrowing of money – The University may accept moneys from the Government of India, the State Government, the University Grants Commission and also borrow money from a Bank or a Corporation for the purposes of the University: Provided that where the University intends to borrow money from a Bank or a Corporation or both exceeding an amount of fifty thousand rupees at a time or in the aggregate, it shall obtain the prior written approval of the Government therefor. 27.Certain restrictions in respect of financial matters - The University shall not without the prior approval of the Government, divert earmarked funds for other purposes or upgrade any post or revise the scales of pay of its staff or implement any Schemes which involve any matching contribution from the Government or create a post or posts resulting in recurring liability on the Government either immediately or in future: Provided that the Executive Council may authorise the creation and filling up of posts of teachers for a period not exceeding one year but any such post or posts shall not be continued or created afresh for any period beyond the said period of one year without prior approval of the Government. 28.Transfer of Government Institutions to the University – The Government may, at any time after the commencement of this Act, transfer to the University, the control and management of any of its institutions on such terms and conditions as may be deemed proper. CHAPTER-VI STATUTES, ORDINANCES AND REGULATIONS 29. Statutes - Subject to the provisions of this Act, the Executive Council shall have power to make Statutes for all or any of the following matters, namely:- (i) the holding of convocation to confer degrees; (ii) the conferment of honorary degrees and academic distinctions; (iii) the constitution, powers and functions of the authorities of the University; (iv) the manner of filling vacancies among members of the authorities; (v) the allowances to be paid to the members of the authorities and committees thereof; (vi) the procedure at meetings of the authorities including the quorum for the transaction of business at such meetings; (vii) the authentication of the orders or decisions of the authorities; (viii) the formation of departments of teaching and research at the University; (ix) the term of office and methods of appointment and conditions of service of the officers of the University other than the Chancellor, Pro-Chancellor and Vice-Chancellor; (x) the qualifications of the teachers and other persons employed by the University; (xi) the classification, the method of appointment and determination of the terms and conditions of service of teachers and other persons employed by the University; (xii) the institution of pension, gratuity, insurance or provident fund for the benefit of the officers, teachers and other persons employed by the University; (xiii) the institution of fellowships, travelling fellowships, scholarships, studentships, bursaries, exhibitions, medals, incentives and prizes and the conditions of award thereof; (xiv) the establishment and maintenance of halls and hostels; (xv) the conditions for residence of students of the University in the halls and hostels maintained by the University and the levy of fees and other charges for such residence; (xvi) the delegation of powers vested in the authorities or officers, of the University; (xvii) the admission of the students to the University; (xviii) the conditions of recognition of hostels not maintained by the University; (xix) the conditions and mode of appointment and duties of examining bodies and examiners; (xx) the maintenance of discipline among the students of the University; (xxi) the fees to be charged for teaching, research and training; (xxii) the procedure for arbitration in case of dispute between employees or students of the University; (xxiii) the procedure for appeals to the Executive Council by students against the action of any officer or authority of the University; (xxiv) the constitution, terms and references of the grievances committee for the employees and students of the University; (xxv) the participation of students and research scholars in the affairs of the University; (xxvi) the creation, composition and functions of any other body which is considered necessary for improving the academic life of the University; and (xxvii) any other matter which is required to be or may be prescribed by the Statutes. 30. Statutes how made - (1) The first statutes of the University are those set out in the Schedule. (2) The Executive Council may from time to time, make new statutes or any statute in addition to the first statutes referred to in sub-section (1) and may amend or repeal any statute including the first Statutes: Provided that the Executive Council shall not make, amend or repeal any statute affecting the status, powers or constitution of any authority of the University until such authority has been given an opportunity of expressing an opinion in writing on the proposed changes, and any opinion so expressed shall be considered by the Executive Council. (3) Every new statute or addition to the statutes or any amendment or repeal of a statute shall require the approval, of the Chancellor who may assent thereto or withhold assent therefrom or remit the same to the Executive Council for reconsideration. (4) A new statute or a statute amending or repealing an existing statute shall have no validity unless, it has been assented to by the Chancellor. (5) Notwithstanding anything in the foregoing sub-sections, the Chancellor may make a new or additional statutes or amend or repeal the statutes referred to in sub-section (1) during the period of three years immediately after the commencement of this Act: Provided that the Chancellor may on the expiry of the said period of three years make, within three years from the date of such expiry, such detailed statutes as he may consider necessary and such detailed statutes shall be laid before the Legislative Assembly of the State. 31. Ordinances - (1) The First Ordinances shall be made by the vice-chancellor with the previous approval of the Government during the period of two years immediately after the commencement of this Act, and the ordinances so made may be amended, repealed or added to at any time by the Executive Council in the manner prescribed by the statutes. (2) Subject to the provisions of this Act, and the Statutes, the Ordinances may provide for all or any of the following matters, namely:- (a) the admission of the students to the University and their enrollment as such; (b) the course of study to be laid down for all degrees, diplomas and certificates of the University; (c) the award of degrees, diplomas, certificates and other academic distinctions, the qualifications for the same and the means to be taken relating to the granting and obtaining of the same; (d) the fees to be charged for courses, of study in the University and for admission to the examinations, degrees and diplomas of the University; (e) the conditions of award of fellowships, scholarships, studentships, medals and prizes; (f) the conduct of examinations and other methods of evaluation, including the term of office and appointment and the duties of examining bodies, examiners and moderators; (g) the conditions of residence of the students of the University; (h) the special arrangements, if any which may be made for the residence, discipline, and teaching of women students and the prescribing of special courses of studies for them; (i) the appointment and emoluments of teachers and other employees, other than those for whom provision has been made in the statutes; (j) the establishment of Centres of Studies, Boards of Studies, Special centres, specialised laboratories and other committees; (k) the terms and conditions of the recognition of institutions of higher learning and its withdrawal; (l) the terms and condition on which persons working in any recognised institutions, or in any institution associated with the University, may be recognised as teachers and for withdrawing such recognition; (m) the manner of co-operation or collaboration or association with other Universities, authorities or institutions of higher learning; (n) the creation, composition and functions of any other body which is considered necessary for improving, the academic life of the University; (o) such other terms and conditions of service of teachers and other academic staff as are not prescribed by the statutes; (p) the management of colleges and institutions established by the University; and (q) all other matters which by this Act or the statutes may be provided for by the Ordinances. 32. Regulations - The authorities of the University may make Regulations consistent with this Act; the Statutes and the Ordinances for the conduct of their own business and that of the Committees appointed by them and not provided for by this Act, the Statutes or the Ordinances, in the manner prescibed by the Statutes. 33. Annual Report - The Executive Council shall prepare annual report of the University on or before such date as may be prescribed by the Stautes. A copy of the report with a copy of the resolution thereon shall be submitted to the Government for information. 34. Annual Accounts - The Finance Officer shall prepare during each financial year the annual accounts of the University of the preceding year and submit them to the Executive Council for consideration with the recommendations of the Finance Committee and thereafter submit them to such audit as the Government may direct before the end of the financial year. The accounts when audited shall be published in Andhra Pradesh Gazette and copies thereof together with copies of audit report shall be submitted to the Executive Council not later than two years from the end of financial year to which the accounts pertain and to the Government. 35. Financial estimates - (1) The Finance Officer shall prepare before such date as may be prescribed by the Statutes the financial estimates for the ensuing financial year along with the annual accounts whether audited or not, of the preceding financial year and after they are considered by the Financial Committee submit them to the Executive Council for approval. (2) The Government shall fix the block grant for the University normally for a period of five years: Provided that any liability which the University may have incurred with the approval of the Government and which was not envisaged at the time of fixing the block grant shall in addition to the block grant, be reimbursed. 36. Power to incur unforeseen expenditure - The Executive Council may, for reasons to be recorded in writing, incur any expenditure for which no provision has been made in the budget or which is in excess of the amount provided for in the budget. CHAPTER-VII GENERAL 37. Filling of casual vacancies - All casual vacancies among the members other than ex-officio members of any authority or other body of the University shall be filled as soon as conveniently may be, by the person or body who or which nominated the member whose place has become vacant and the person nominated to a casual vacancy shall be member of such authority or body for the residue of the term for which the person whose place he fills would have been a member: Provided further that no casual vacancy shall be filled if such vacancy occurs within six months before the date of the expiry of the term of the members of any authority or other body of the University. 38. Protection of action taken in good faith - No suit or other legal proceedings shall lie against any officer or employee of the University for anything which is in good-faith done or intended to be done in pursuance of the provisions of this Act, the Statutes or Ordinances. 39. Proceedings of the University authorities and bodies not invalidated by vacancies - No Act or proceeding of any authority or other body of the University shall be invalidated merely, by reason of the existence of any vacancy or of any defect or irregularity in the election, or appointment of a member of any authority or other body of the University or of any defect or irregularity in such act or proceeding not affecting the merits of the case. 40. Disqualification for Membership - (1) No person shall be qualified for election or nomination as a member of any of the authorities of the University if, on the date of such election or nomination, he is:- (a) of unsound mind, deaf-mute or suffering from leprosy; or (b) an applicant to be adjudicated as an insolvent or an un- discharged insolvent; or (c) sentenced by a criminal court to imprisonment for any offence involving moral turpitude; (2) In case of dispute or doubt as to whether a person is disqualified under sub-section (1) the Executive Council shall refer such case to the Chancellor, whose decision thereon shall be final. 41. Removal from membership of the University - (1) The Executive Council may remove by an order in writing made in this behalf any person from membership of any authority of the University by a resolution passed by a majority of the total membership of the Executive Council and by a majority of not less that two thirds of the members of the Executive Council present and voting at the meeting. If such person has been convicted by a, criminal court for an offence which in the opinion of the Executive Council involves moral turpitude or if he has been guilty of gross misconduct and for the same reason, the Executive Council may withdraw any degree or diploma conferred on or granted to that person by the University. (2) The Executive Council may also by an order in writing in this behalf remove any person from the membership of any authority of the University if he becomes of unsound mind or deaf-mute or suffers from leprosy or has applied to be adjudicated or has been adjudicated as an insolvent. (3) No action under this section shall be taken against any person unless he has been given a reasonable opportunity to show-cause against, the action proposed to be taken. (4) A copy of every order passed under sub-section (1) or sub-section (2), as the case may be, shall as soon as may be after it is so passed, be communicated to the person concerned in the manner prescribed. 42. Disputes as to constitution of University authorities and bodies - If any question arises whether any person has been duly elected or nominated as, or is entitled to be, a member of any authority of the University or other body of the University, the question shall be referred to the Chancellor whose decision thereon shall be final. 43. Constitution of Committees - All the authorities of the University shall have power to constitute or reconstitute Committees and delegate to them such of their powers as they deem fit. Such Committees shall, save as otherwise provided, consist of members of the authority concerned and of such other persons, if any, as the authority in each case may think fit. 44. Advisory Committees - Until the Authorities of the University are constituted under sub-section (1) of section 48, the Vice-Chancellor, shall subject to the approval of the Chancellor have power:- (1) to appoint such advisory or selection committees as he may think fit; (2) to appoint such members of the teaching staff as may be necessary; and (3) to appoint such ministerial and lower grade staff as may be necessary. 45. Powers to obtain information - Notwithstanding any thing contained in this Act or any other law for the time being in force, the Government may by order in writing, call for any information from the University on any matter relating to the affairs of the University and the University shall, if such information is available with it, furnish the Government with such information within a reasonable period: Provided that in the case of information which the University considers confidential, the University may place the same before the Chancellor. 46. Mode of Proof of University Record - Copy of any receipt, application, notice, or proceeding, resolution of any authority or committee of the University or other documents in possession of the University or any entry in any register duly maintained by the University, if certified by the Registrar shall be received as prima facie evidence of such receipt, application, notice, proceeding or resolution, document for the existence of entry in a register and shall be admitted as evidence of the matters and transactions, wherein the original thereof, would if produced have been admissible in evidence notwithstanding anything in the Indian Evidence Act, 1872 or in any other law for the time being in force. 47. Attendance at Recognised Instruction - (1) No attendance at any instruction other than that conducted or recognised by the University shall qualify for admission to an examination of the University other than the entrance examination to the University. (2) The authorities responsible for organising such instruction shall be those prescribed. (3) The Course of Study and curriculum shall be those prescribed. 48. Appointment of the first Vice-Chancellor, the first Registrar and first Finance Officer - Notwithstanding anything in this Act, and us statutes, the first Vice-Chancellor, the first Registrar and the first Finance Officer shall be appointed by the Chancellor on a salary to be fixed by him and each of the said officers shall hold office for a period to be fixed by him but not exceeding three years. 49. Transitionary powers of the first Vice-Chancellor - (1) It shall be the duty of the first Vice-Chance to make arrangements for constituting the Executive Council and such other authorities of the University within six months from the commencement of the Act or such longer period not exceeding one year as the Government may, by notification, direct. (2) The first Vice-Chancellor shall, in consultation with the Government, make such rules as may be necessary for the functioning of the University; (3) The authorities constituted under sub-section (1) shall commence to exercise their functions on such date as the Government may, by notification, specify in this behalf; (4) It shall be the duty of the first Vice-Chancellor to draft such statutes, as may be necessary and submit them to the Executive Council for their approval such statutes when framed shall be published in the Andhra Pradesh Gazette. (5) Notwithstanding anything contained in this Act, and the statutes and until such time an authority is duly constituted, the first Vice-Chancellor may appoint any Officer or constitute any committee temporarily to exercise and perform any of the powers and duties of such authority under this Act and the statutes. 50. Acceptance of benefaction by the University - No benefaction shall be accepted by the University, which in the opinion of the authorities of the University, involves conditions or obligations as to the religious belief in the admission or appointment of members, students, teachers or in any other connection whatsoever: Provided that nothing in this section shall prevent the University from accepting any such benefaction intended for promotion of research in any branch of study. 51. Special mode of appointment - (1) The Executive Council invite a person of high academic distinction and professional attainments to accept a post of Professor in the University on such terms and conditions as it deems fit, and on the person agreeing to do so, appoint him to the post. (2) The Executive Council may appoint a teacher or any other member of the academic staff working in any other University or organisation for undertaking a joint project in the manner prescribed. 52. Power to remove difficulties - (1) If any difficulty arises as to the first Constitution or reconstitution of any authority of the University after the commencement of this Act or otherwise in giving effect to the provisions of this Act, the Government may by notification, make such provision, not inconsistent with the provisions of this Act as may appear them to be necessary or expedient for removing the difficulty. Provided that no such notification shall be issued after the expiry of three years from the date of commencement of this Act. (2) All notifications, made under sub-section (1) shall as soon as may be after they are made, be placed on the table of Legislative Assembly of the State and shall be subject to such modifications by way of amendments or repeal as the Legislative Assembly, may make either in the same session or in the next session. 53. Conditions of Service of employees and settlement of disputes - (1) Every employee shall be appointed under a written contract which shall be lodged with the Registrar and a copy of which shall be furnished to the employee concerned; (2) Any dispute arising out of a contract between the University and any employee may be referred by the Vice-Chancellor to a grievances Committee consisting of such persons not being members of the Executive Council as may be nominated by the Executive Council. 54. Procedure of appeal in disciplinary cases against students - Any student or candidate for an examination whose name has been removed from the rolls of the University by the orders or resolution of the Vice-Chancellor, Discipline Committee or Examination Committee, as the case may be, and who has been debarred from appearing at the examinations of the University for more than one year may within ten days of the date of communication of such orders or copy of such resolution to him, appeal to the Executive Council and the Executive Council may confirm, modify, or reverse the decision of the Vice- Chancellor or the Committee, as the case may be. 55.

Right to Appeal - Every employee or student of the University shall, notwithstanding anything contained in this Act have a right to appeal within such time as may be prescribed by the statutes to the Executive Council against the decision of any Officer or authority of the University and thereupon the Executive Council may confirm, modify or reverse the decision appealed against. 56. Provident and Pension Funds - (1) The university shall constitute for the benefit of its employees in such manner and subject to such conditions as may be prescribed by the Statutes, such schemes of pension, provident fund and insurance as it may deem fit with the prior approval of the Government: (2) Where such provident or pension fund has been so constituted, the Government may declare that the provisions of the Provident Fund's Act 1925 shall apply to such funds as if it were a Government Provident Fund. THE SCHEDULE THE STATUTES OF THE UNIVERSITY STATUTE 1 THE VICE-CHANCELLOR (1) Subject to the provisions of sub-section (1A) of Section 11, the Vice- Chancellor shall hold office for a term of three years from the date of his appointment and shall be eligible for reappointment to that office for another term of three years in the manner provided in sub-section (1) of Section 11. (2) The Vice-chancellor shall be paid such pay and allowances as may, by order, be specified by the Government from time to time. He shall be provided with a furnished official accommodation for which he shall pay ten percent of his salary towards rent. (3) It shall be the duty of the Vice-Chancellor to see that the provisions of this Act, the statutes, Ordinances and regulations are duly observed and he may exercise all powers necessary for this purpose. (4) When the Vice-Chancellor is unable to exercise his powers, perform his functions and discharge his duties owing to absence, illness or any other cause or when the office of Vice-chancellor is vacant, it shall be competent for the Government to appoint a person to be in-charge Vice-Chancellor. The person so appointed as in-charge Vice-Chancellor shall exercise the powers, performs the functions and discharge the duties of the Vice-Chancellor until the Vice-chancellor assumes the office, or as the case may be, a new Vice- Chancellor is appointed in accordance with sub-section (1) of Section 11. (5) It shall be competent for the Chancellor to accept the resignation of the Vice-Chancellor. (6) When the Post of the Vice-Chancellor falls permanently vacant either by resignation or otherwise, the vacancy shall be filled by the Chancellor by appointing another person as Vice-Chancellor and the Vice-Chancellor, so appointed shall hold office for a full term of three years. STATUTE 2 THE REGISTRAR (1) The emoluments and other terms and conditions of service of the Registrar shall be such as may be prescribed by the Statutes; Provided that the Registrar shall retire on attaining the age of fifty-eight years: Provided further that a Registrar shall, notwithstanding his attaining the age of fifty eight years, continue in office until his successor is appointed and enters upon his office or until the expiry of a period of one year whichever is earlier. (2) When the Office of the Registrar is vacant or when the Registrar is, by reason of illness absence or any other cause, unable to perform the duties of his office, the duties of the office shall be performed by such person as the Vice-Chancellor may appoint for the purpose. (3)(a) The Registrar shall have power to take disciplinary action against such of the employees, excluding teachers of the University and academic staff as may be specified in the orders of the Executive Council and to suspend them pending inquiry to administer warnings to them, to impose on them the penalty of censure or the withholding of increment: Provided that no such penalty shall be imposed unless the person concerned has been given an opportunity of showing cause against the action proposed to be taken in regard to him. (b) An appeal shall lie to the Vice-Chancellor against any order of the Registrar imposing any of the penalties specified in sub-clause (a); (c) In a case where the inquiry discloses that a punishment beyond the powers of the Registrar is called for, the Registrar shall upon conclusion of the inquiry, make a report to the Vice-Chancellor along with his recommendations: Provided that an appeal shall lie to the Executive Council against an order of the Vice-Chancellor imposing any penalty. (4) The Registrar shall be the ex-officio Secretary of the Executive Council and the Academic Senate, but shall not be deemed to be a member of any of those authorities. (5) It shall be the duty of the Registrar:- (a) to be the custodian of the records, the common seal and such other property of the University as the Executive Council shall commit to his charge; (b) to issue all notices convening meetings of the Executive Council, the Academic Senate and the Boards of Studies or any Committees appointed by the authorities of the University; (c) to keep the minutes of all the meetings of the Executive Council, Academic Senate and of any committees appointed by the authorities of the University; (d) to conduct the official correspondence of the Executive Council and the Academic Senate; (e) to supply to the Chancellor copies of the agenda of the meetings of the authorities of the University as soon as they the issued and the minutes of such meetings; (f) to represent the University in suits or proceedings by or against the University, sign powers of attorney and verify pleadings or depute his representative for the purpose; and (g) to perform such other duties as may be specified in the statutes, the ordinances, or the regulations or as may be required, from time to time, by the Executive Council or the Vice-chancellor. STATUTE 3 THE FINANCE OFFICER (1) The Finance Officer shall be the Ex-Officio Secretary of the Finance Committee, but shall not be deemed to be a member of such Committee. (2) When the Office of the Finance Officer is vacant or when the Finance Officer is, by reason of illness, absence or any other cause, unable to perform the duties of his office, the duties of the Office shall be performed by such person as the Vice-Chancellor may appoint for the purpose. (3) The Finance Officer shall:- (a) exercise general supervision over the funds of the University and shall maintain the accounts of the University and shall advise it as regards its financial policy; and (b) perform such other financial functions as may be assigned to him by the Executive Council or as may be prescribed by the statutes or the ordinances. (4) Subject to the control of the Executive Council, the Finance Officer shall,- (a) Hold and manage the property and investments of the University including trust and endowed property; (b) ensure that the limits fixed by the Executive Council for recurring and non-recurring expenditure for a year are not exceeded and that all moneys are expended on the purposes for which they are granted or allotted; (c) be responsible for the preparation of annual accounts and the budget of the University and, for their presentation to the Executive Council; (d) keep a constant watch on the state of the cash and bank balance and on the state of investments; (e) watch the progress of the collection of revenue and advise on the methods of collection employed; (f) ensure that the registers of buildings, land, furniture and equipment are maintained up-to-date and that stock checking is conducted, of equipment and other consumable materials in all offices special centres, specialised, laboratories, colleges and institutions maintained by the University; (g) call for explanation for unauthorised expenditure and for other financial irregularities and suggest disciplinary action against persons at fault; and (h) call for from any office, centre, laboratory, college or institution maintained by the University, any information or returns that he may consider necessary for the performance of his duties. (6) The receipt of the Finance Officer or the person or persons duly authorised in this behalf by the Executive Council for any money payable to the University shall be sufficient discharge for payment of such money. STATUTE 4 THE EXECUTIVE COUNCIL (1) The Executive Council shall consist of the following persons, namely:- Class-1: Ex-Officio Members: (i) The Vice-Chancellor; (ii) The Rector; (iii) Nominees of the participating Governments and institutions; (iv Secretary to Govt., Higher Education, Govt. of Andhra Pradesh; (v) Secretary to Govt., Finance Department, Govt. of Andhra Pradesh; (vi)Director/Commissioner of Collegiate Education, Govt. of Andhra Pradesh; 1 [(vii) Chairman, Andhra Pradesh State Council of Higher Education or his nominee.] Class-II: Other Members: (vii) One Dean/Professor of the University Dept. to be nominated by the Government; (viii) Five Representatives from participating Governments and institutions representing Industry, Research and Development, Engineering and Technology, Education, Archaeology, Architecture, Fine Arts, Physical and Social Sciences and Public Life. STATUTE 5 POWERS OF THE EXECUTIVE COUNCIL (1) The Executive Council shall have the power of management and administration of the revenue and property of the University and the conduct of all administrative affairs of the University not otherwise provided for. (2) Subject to the provisions of the Act, the Statutes and the Ordinances, the Executive Council shall, in addition to the other powers vested in it under the statutes have the powers namely:- (a) to create teaching and other academic posts and to define the functions and conditions of service of professors, Readers, Lecturers and other teachers and other academic staff employed by the University; (b) to prescribe qualifications for teachers and other academic staff; (c) to approve the appointment of such Professors, Readers, Lecturers and other teachers and academic staff as may be necessary on the recommendations of the Selection Committee constitution for the purpose; (d) to approve appointment to temporary vacancies of any academic staff; (e) to specify the manner of appointment to temporary vacancies of academic staff; (f) to provide for the appointment of visiting Professors, Emeritus Professors, Fellows, Artists and writers and determine the terms and conditions of such appointments; (g) to manage and regulate the finances, accounts, investments, property of the University and all other affairs of the University and to appoint such agents as may be considered fit; (h) to invest any money belonging to the University, including any unapplied income, in such stock, funds, shares or securities as it thinks fit or in the purchase of immovable property in India with like power of varying such investment from time to time, provided that no action under this clause shall be taken without consulting the finance committee; (i) to create administrative, ministerial and other necessary posts after taking into account the recommendations of the Finance Committee and to specify the manner of appointment thereto; (j) to regulate and enforce discipline amongst the employees in accordance with the Statutes and Ordinances; 1 .Inserted by the Act No.11 of 2020. S.4 (k) to transfer or accept transfers of any immovable or movable property on behalf of the University; (l) to entertain, adjudicate upon, or redress the grievances of the employees and the students of the University who may, for any reason, feel aggrieved; (m) to fix the remuneration payable to course writers, counsellors, examiners and invigilators and travelling and other allowances payable, after consulting the Finance Committee; (n) to select the common seal for the University and to provide for the use of such seal; (o) to delegate any of its powers to the Vice-Chancellor, Rector, Registrar, the Finance Officer and any other Officer, employee or authority of the Univeresity, or to a committee appointed by it; (p) to institute fellowships, scholarships, studentships; and (q) to exercise such other powers and perform such other functions as may be conferred or imposed on it by the Act or the Statutes. (3) Every member of the Executive Council other than Ex-Officio Member shall hold office during the pleasure of the Governor; Provided that such members shall be eligible for re-nomination, so however that no such member shall hold office successively for more than two terms. (4) A nominated member of the Executive Council may, tender resignation of his membership at any time. Such resignation shall be conveyed to the Vice-Chancellor by a letter in writing by the member and the resignation shall take effect from the date of its acceptance by the Government; (5) The Executive Council shall meet atleast once in three months and may meet often if necessary; (6) The quorum for a meeting of the Executive Council shall be one-third of the total number of members or six persons whichever is less. (7) The Executive Council shall exercise all the powers of the University not otherwise provided for by the Act, Statutes, Ordinances and the Regulations for the fulfilment of the objects of the University. STATUTE 6 THE ACADEMIC SENATE The Academic Senate shall consist of the following persons, namely:- Class-I: Ex-Officio Members: (i) The Vice-Chancellor; (ii) The Rector; (iii) All Members of the Executive Council; (iv) All Deans of the University; Class-II: Other Members: (i) Five suitable nominees, from the participating Government and institutions; (ii) Five academicians of the Dravidian University to be nominated by the Vice-Chancellor; (iii) Five Students/Research Scholars of the University to be nominated by the Vice-Chancellor; (iv) Vice-Chancellors of Language University/Directors, State Institutions of Language nominated by the participating Governments; (v) Librarians/Chief Editor of publications. STATUTE 7 POWERS AND FUNCTIONS OF THE ACADEMIC SENATE Subject to the Act, the Statutes and the Ordinances, the Academic Senate shall, in addition to all other powers vested in it under the Statutes have the following powers, namely:- (a) to exercise general supervision over the academic policies of the University and to give directions regarding methods of instructions, evaluation or research or improvement in academic standards; (b) to consider matters of general academic interest either on its own initiative or on a reference from the Planning and Monitoring Board or Boards of Studies or the Executive Council and to take appropriate action thereon; and (c) to frame such regulations and rules consistent with the Statutes and the Ordinances regarding the academic functioning of the University, including discipline, admissions, award of fellowships and studentships, fees and other academic, requirements. STATUTE 8 PLANNING AND MONITORING BOARD (1) There shall, be a Planning and Monitoring Board consisting of:- (i) The Chancellor; (ii) The Pro-Chancellor; (iii) The Vice-chancellor (Convener); (iv) The Minister of Higher Education of the Government and the Ministers of Higher Education participating Governments; (v) two educationists nominated by the Government; (vi) one nominee of the University Grants Commission; (vii) one nominee of Ministry of H.R.D.; (2) The Board shall be the Principal Planning and Reviewing Body and it shall also arrange for periodical monitoring of the developmental programmes and of teaching and research in the University. STATUTE 9 THE FINANCE COMMITTEE (1) There shall be constituted a Finance Committee which shall be a sub- committee of the Executive Council with the following as members, namely:- (a) the Vice-Chancellor (Chairman); (b) two members of the Executive Council nominated by it. (2) The Finance Officer shall be the Secretary of the Finance Committee. (3) The Finance Committee shall meet atleast twice in every year to examine the accounts and to scrutinize proposals for expenditure. (4) The annual accounts of the University prepared by the Finance Officer shall be laid before the Finance Committee for consideration and comments and thereafter submitted to the Executive Council for approval. (5) The Finance Committee shall recommend limits for total recurring expenditure and the total non-recurring expenditure for the year based on the income and resources of the University which in the case of productive works may include the proceeds of loans. (6) The Finance Committee shall:- (a) review the financial position of the University from time to time; (b) make recommendations to the Executive Council on every proposal involving investment or expenditure for which no provision has been made in the annual financial estimates or which involves expenditure in excess of the amount provided for in the annual financial estimates; (c) prescribe the methods and procedure and forms for maintaining the accounts of the University; (d) make recommendation to the Executive Council on all matters relating to the finances of the University; (e) Perform such other functions as may be prescribed. (7) The Financial estimates of the University prepared by the Finance Officer shall be laid before the Financial Committee for consideration and comments. The said estimates, as modified by the Finance Committee, shall then be laid, before the Executive Council for consideration. The Executive Council may accept the modifications made by the Finance Committee. STATUTE 10 THE FACULTIES OF THE UNIVERSITY The following shall be initially, the Faculties of University, namely:- 1. Faculty of Arts; 2. Faculty of Science; 3. Faculty of Social Sciences; 4. Faculty of Technology; Any such other Faculties which shall be created by the Executive Council. Each Faculty shall be headed by a Dean who shall be nominated by the Vice-Chancellor on the basis of seniority from among the Professors in the respective Faculty. Each Faculty Dean shall hold office for three years and is not eligible for be appointment until the rotation is complete. The Dean, shall be the Head of the Faculty and shall be responsible for the conduct and maintenance of the standards of research in the school. The Dean shall also have such other functions as may be prescribed. The Dean shall have the right to be present and to speak at any meeting of the Boards of Studies or committee of the Schools/Centres/Departments as the case may be, but shall not have the right to vote thereat unless he is a member thereof. STATUTE 11 SELECTION COMMITTEE (1) There shall be constituted a Selection Committee in regard to the appointment of Professors, Directors, Senior Artists, Readers, Deputy Directors and Associate Artists and Lecturers, Assistant Directors, Junior Artists and Librarians which shall consist of the following namely:- (i) the Vice-chancellor; (ii) three experts from outside the University to be nominated by the Vice-Chancellor of whom atleast two shall be present in the Selection Committee; (iii) the Dean of the School concerned; (iv) the Head of the Department concerned; Provided that no person shall participate in the meetings of the Selection Committee for any appointment, if he or his near relaltive is a candidate for that appointment: Provided further that to teacher holding a post lower in rank than the one to which appointment is to be made, shall be a member of Selection Committee. (2) The Registrar shall be the Secretary of the Selection Committee. (3) Provisions shall be made in the Statutes in respect of such matters as may be considered necessary and not provided for in sub-sections (1) and (2) in order to ensure fair selections. STATUTE 12 ORDINANCES HOW MADE (1) The first Ordinances made under sub-section (1) of Section 3 may be amended, repealed or added to at any time by the Executive Council in the manner specified below. (2) No ordinance in respect of the matters enumerated in Section 31, other than those enumerated in clause (O) of sub-section (2) thereof, shall be made by the Executive Council unless a draft of such ordinance has been proposed by the Academic Senate. (3) The Executive Council shall not have power to amend the draft of any Ordinance proposed by the Academic Senate, under clause (2), but may reject the proposal or return the draft to the Academic Senate for reconsideration, either, in whole or in part, together with any amendment which the Executive Council may suggest. (4) Where the Executive Council has rejected or returned the draft of an Ordinance proposed by the Academic Senate, the Academic Senate may consider the question afresh and in case the Original draft is reaffirmed by a majority of not lelss than two thirds of the members of the Academic Senate the draft may be sent back to the Executive council which shall either adopt it or refer it to the Chancellor whose decision thereon shall be final. (5) Every Ordinance made by the Executive Council shall come into effect immediately. (6) Every Ordinance made by the Executive Council shall be submitted to the Chancellor within two weeks from the date of its adoption. The Chancellor shall have the power to direct the University within four weeks of the receipt of the Ordinance to suspend the operation of any such Ordinance and he shall, as soon as possible, inform the Executive Council about his objection to the proposed Ordinance. The Chancellor may, after receiving the comments of the University, either withdraw the order suspending the Ordinance or disallow the Ordinance and his decision thereon shall be final. STATUTE 13 REGULATIONS (1) The authorities of the University may make regulations consistent with this Act and these statutes and the ordinances:- (a) laying down the procedure to be observed at their meetings and the number of members required to form a quorum; (b) Providing for all matters which are required by this act, the statutes or the Ordinances to be prescribed by regulations; (c) Providing for all other matters solely concerning such authorities or committees appointed by them and not provided for by this Act, the statutes or the Ordinances. (2) Every authority of the university shall make regulations providing for the giving of notice to the members of such authority of the dates of meetings and of the business to be considered at meetings and for the keeping of a record of the proceedings of meetings. (3) The Executive Council may direct the amendment in such manner as it may specify, of any regulation made under this statute or the amendment of any such regulation. STATUTE 14 DELEGATION OF POWERS Subject to the provisions of this Act and these statutes any officer or authority of the university may delegate his or its powers to any other officer or authority or person under his or its respective control and subject to the condition that overall responsibility for the exercise of the powers so delegated shall continue to vest in the officer or authority delegating such powers.
