This provision gives the Act its name, says where it applies, and states when it starts. It also includes definitions and several stamp-duty rules and exemptions. Some specified transfers and documents are exempt from stamp duty, and the Government has powers to reduce, remit, or consolidate duties in certain cases. This provision requires stamped receipts in certain cases, lets officials impound unstamped instruments, and blocks unstamped instruments from being used unless duty and any penalty are paid. If an instrument appears undervalued for stamp duty, the registering officer must refer it to the Collector, and the Collector must determine the market value and duty payable. The Central Government and State Governments have rulemaking and delegation powers, and every State Government must provide cheap vernacular translations of the Act.
