Amnesty extinguishes the offence and, if there was a conviction, ends the sentence and accessory penalties. This article bans unauthorized production, trade, transport, import/export, possession, and related conduct involving narcotic or psychotropic substances, and sets prison and fine penalties. This article punishes forming or joining a drug-trafficking association, with higher penalties for armed associations and other aggravating factors. Penalties for article 73 drug offences are increased, with higher increases for large quantities and a 30-year sentence in one aggravated case.
