About this statute

This provision sets out the purposes of the law on businesses and entrepreneurs and says regional and autonomous provincial legislation must follow the law’s fundamental principles in concurrent matters. Private economic initiative is free, but it must not conflict with social utility or harm safety, freedom, or human dignity. Article 117 lists the subject areas of concurrent legislation and says the Regions legislate in those areas, except for fundamental principles reserved to State legislation.
