About this statute

The preamble says the government is preparing measures for rising food prices and, meanwhile, wants guards and patrols organized to maintain public safety. On receipt of the order, the mayors of the towns and communes of the Grand Duchy (except Luxembourg) must establish day guards and night patrols. A list of inhabitants enjoying civil rights, aged 21 to 50, must be drawn up, subject to exemptions and exclusions in articles 4, 5, and 6. Les habitants visés par l’article 1 doivent s’inscrire dans la commune de leur domicile réel dans les 48 heures suivant la publication, sous peine d’une amende de 3 fls. The mayor must provisionally appoint a chief for all enrolled men in the commune, and may also appoint provisional adjoints or sub-chiefs for sections with at least 12 enrolled men, on the chief’s proposal.
