Preamble to a 1 March 1935 decree about limiting flour production in mills that process imported wheat. Starting from publication, new industrial crushers, new mills, and enlargements of existing mills require special authorization from the Government, on the advice of the Commission du blé. The production of bread-making flour in mills using imported wheat is governed by quotas set by the Wheat Commission. Wheat quantities milled for export are not counted when setting the quota. Certain contingent mills with a percentage above 2% are forbidden to make pure rye flour for rye bread, crush and sell forage cereals, or sell all mill products directly to consumers.
