This preamble introduces an administrative decree about dismissing staff in industrial, commercial, and craft businesses. A business owner who dismisses an employee must notify the labour exchange in writing right after the notice period. A dismissal of more than five workers within 15 days in an enterprise or independent part of an enterprise only takes effect four weeks after notice is given to the labour exchange. At the employer's request, the Labour and Social Security Department may shorten the notice period to the contractual or usual notice period, and it may extend the notice period to six weeks in the cases covered by Article 2. When work resumes, workers dismissed because the business was fully or partly inactive must be rehired first, and employers must notify the labour exchange in writing of vacancies created by reopening.
