This preamble says the Grand Ducal decree modifies an earlier decree that prohibited grinding wheat. Les moulins à façon peuvent moudre le blé provenant des anciennes récoltes jusqu’au 10 août inclusivement. Wheat transport must be accompanied by a written transport-and-milling authorization issued by the local gendarmerie, and millers may not grind wheat between 9 p.m. and 5 a.m. Breaches of the preceding article’s requirements are punishable by the penalties set out in article 3 of the earlier July order. The Director General of the Interior is responsible for carrying out this order, which takes effect on the day it is published in the Mémorial.
